About this Role:

The Office of Legislative and Governmental Affairs (LGA) facilitates, coordinates, and advocates for the development, refinement, and enactment of policy and budget legislation in the interest of public health and the state's health care laws. LGA consults with other DHCS programs and divisions/offices and offers technical assistance to California state legislators and their staff on constituent issues. Additionally, LGA provides information about DHCS' programs and services through briefings, testimonies at informational hearings, and meetings.

Under the general direction of the Supervisor II, the Analyst III (Legislative Coordinator) independently performs advanced legislative and policy analysis to support the Department’s legislative priorities. The incumbent reviews and evaluates complex bills, prepares clear and concise legislative analyses, and develops recommendations for departmental leadership. The role coordinates information across DHCS programs, monitors legislative hearings and actions, and serves as a key liaison to CalHHS and the Governor’s Office on high - impact legislative issues. This position requires strong analytical judgment, excellent communication skills, and the ability to work under tight deadlines in a fast - paced legislative environment. This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) when assuming office, annually while in office, and upon leaving office.

Statement of Qualifications  Requirement Section

The Analyst III must communicate effectively both verbally and in writing to direct and monitor the work of others and in dealing with the public, produce timely and quality work products, and prepare clear, concise, and logical correspondence, which may include applying new and creative ways of presenting information or results. Ability to establish and maintain collaborative, productive, and professional working relationships with departmental leadership, various government entities and stakeholders. Highly self motivated, independent, and customer service focused. Effective communication, business acumen, decision making, and problem solving skills. Experience managing projects. Work under pressure to meet deadlines and be flexible to changing priorities. Ability to recommend workable solutions in a tactful, constructive manner and ensure efficient use of staff time and resources to meet complex objectives and changing priorities.

Telework and Salary Information

Telework : This position is currently eligible for telework. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Personal Leave Program (PLP) 2025 agreement

Salary : Effective July 1, 2025, the California Department of  Human Resources (CalHR) implemented the temporary  Personal Leave Program 2025 (PLP 2025). PLP 2025  directs that each employee receive a temporary reduction  in pay in exchange for PLP 2025 leave credits. The  temporary salary reduction percentage and the number of  PLP 2025 leave credits are based on the position’s  associated bargaining unit.
