The New Mexico Forestry Division retains lead responsibility for wildland fire management on all non-federal, non-tribal, and non-municipal lands, maintaining fire suppression capacities and emphasizing public and firefighters¿ safety. The Forestry Division promotes healthy, sustainable forests and watersheds in New Mexico for the benefit of current and future generations.


Why does the job exist?

The purpose of the position is to promote, monitor, manage, provide guidance and technical support, between the Santa Fe main office, 12 Division offices, Division project managers, Agency contract and legal staff, and contractors to ensure contract compliance requirements are met throughout the development of Request for Proposals, Invitation to Bid, and Contract Work Plans for scope of work, deliverable, compensation, and match requirements based on information provided in written proposals for successful contract implementation and completion. This position works closely with the Agency's legal staff to ensure the Division follows the current contracts operating manual and policies and assist in the development of Professional Service Contracts, Forest Thinning Work Plans, Joint Powers Agreements, Memorandum of Agreements, Governmental Service Agreements, Request for Proposals, and Invitations to Bid for approximately $50 million dollars and over 200 contracts per year. Position requires knowledge of contract management policy and procedures, knowledge of state and federal procurement requirements, state budget, and financial procedures to create encumbrances for project implementation.


How does it get done?

The position will promote and manage communication between the Santa Fe office, Division project managers, Agency contract staff, and contractors to ensure contract compliance requirements are met throughout the development of the scope of work, deliverables, compensation, and match requirements based on information provided in written proposals.

- Contract Management: Oversee the development and implementation of Division contracts and agreements between project staff, outside agencies, and legal counsel in the execution of the
final contract document.
- Contract Coordination: Track contract and agreement documents through the review process to include monitoring contract progress with division staff, outside organization and department staff to assure documents are returned and implemented in a timely manner.
- Contract and Grant Tracking 15%: Monitor contract compliance with program managers on deliverables, insurance requirements, and contract expiration including the expiration for underlying
funding. Initiate amendments for extensions, modification to the scope of work and/or compensation as needed.
- Administrative Assistance 5%: Establish purchase order encumbrances and issue notice to proceed.


Who are the customers?

The position reports to the Financial Analysis Manager position within the Administration Bureau. Primary customers are Department legal staff, Division project coordinators, and Federal, State, Tribal, Local cooperators and Forest Thinning contractors.


Ideal Candidate

The ideal candidate will have experience in the following:

* Contract Development Experience
* State Financial/Procurement Experience
* Excellent Written and Oral Skills
* Advanced Microsoft Office Software Experience


Minimum Qualification

Associate's Degree and three (3) years of experience in program administration or project management in areas related to the purpose of the position. Any combination of education and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.


Employment Requirements

Must maintain and possess a current New Mexico Driver's License, and Defensive Driving Certificate


Working Conditions

Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. Occasional travel. May be required to work irregular/extended hours and/or holidays. Must be able to lift 25 lbs.
