Division Supervisor - Water Supply (Engineering & Public Works)
The Village of Schaumburg is seeking a knowledgeable and experienced Division Supervisor - Water Supply to lead critical operations within our water production and distribution systems. This position performs and oversees skilled technical work requiring specialized training and experience, ensuring the safe, reliable, and compliant delivery of water services to the community. This is an opportunity to lead meaningful work, develop staff, and contribute to the longterm planning and efficiency of the Village's water supply operations.
JOB SUMMARY:
This position reports to the Superintendent - Utility Services and performs work of a skilled nature which requires special training, education, and experience. Must have knowledge and skills to make repairs and adjustments of moderate to high difficulty on the water production, distribution system, and the SCADA water control system by IEPA regulations. Supervises and manages chemical tests and collects water quality samples to assure water purity. Operates and maintains lift stations and pumping stations. Employees in this class are expected to exercise a great deal of judgment in selecting work methods, equipment, materials, and planning. Assists in the Snow and Ice Control program. Trains other employees. Assumes responsibility for the work unit in the absence of a supervisor. Responds to emergency conditions. Develops short- and long-term work schedules. Responsible for the implementation of the division's budget and work projections.
JOB DUTIES:
- Supervises and manages the Water Division made up of heavy equipment operators, maintenance workers, and water technicians. Technicians work Sunday - Wednesday and Wednesday - Saturday on 10-hour shifts. There shall be occasional scheduling coordination on the weekend due to personnel coverage issues.
2. Develops and coordinates a schedule of daily, weekly, and monthly work activities to be performed, and reports accomplishments of scheduled work activities. Verifies work crew progress and follows up to make sure the job is completed correctly and on time. Hears and resolves employee issues.
3. Requires direct involvement in construction activities and operating knowledge of all equipment within the department.
4. Anticipates existing or potential problems, circumstances, activities, or events that may/will affect the department and keeps the Superintendent - Utility Services, Assistant Director and Director apprised of them.
5. Receives and responds to service requests from internal and external customers; assumes unique responsibility for direct and often face-to-face contact with customers on a wide range of public works issues.
6. Creates an environment that encourages innovation and continued learning. Coordinates an effective training schedule for subordinates in work practices, proper equipment operation and maintenance, and safety issues in the workplace.
7. Establishes and communicates clear and meaningful performance standards and expectations to employees. Evaluates subordinate workers' job performance and disciplines subordinate workers as needed. Supervisory responsibilities include setting up performance standards; training and developing subordinate employees; assigning and directing work; monitoring productivity and conduct, providing feedback and assessing performance; issuing discipline; handling and responding to complaints and grievances; and ensuring compliance with village and departmental policies, rules, regulations, and ethical standards.
8. Acts as Duty Division Supervisor in a weekly rotation with all Division Supervisors and has a general working knowledge of all public works functions for response to emergencies. This position serves an on-call role and is the first point of contact during after-hours and responds to a wide range of calls including but not limited to building alarms, water main breaks, sewer backups, or street light knockdowns.
9. Gathers information, uses facts, data, and quantitative measurements to assess outcomes, proposes solutions, tracks quality, and enables improvement. Makes proper judgments and/or decisions and uses resources efficiently and effectively.
10. Performs snow and ice control functions and helps in emergency operations such as floods and wind or rainstorms; aids in planning and executing labor forces during special events.
11. Supplies proper input on divisional budgets and prepares new item justification forms as required. Tracks divisional accounts and procurement card usage.
12. Discusses, sets up, and distributes clear, attainable written goals and objectives for the unit. Understands and communicates the broad organizational/institutional goals and priorities to staff. Defines and evaluates the unit's accomplishments within this context.
13. Supervises, checks, and adjusts water system operation to maintain adequate supply. This requires night and weekend SCADA monitoring as assigned. This responsibility is shared with the Water Technicians on a 24-7-365 basis about water and sanitary lift stations. This shall require after-hours availability as needed, to resolve water or sanitary SCADA issues.
14. Supervises and manages contractual programs such as large meter testing, valve exercising, leak survey, contractual assistance, backflow database, fire hydrant painting, and pump & and motor repairs but not limited to these.
15. Performs other duties as assigned.
STARTING PAY RATE: $46.06 - $56.43 per hour based on a 40-hour workweek. Salary dependent on qualifications. The salary range for this position is $46.06 - $66.79.

QUALIFICATIONS:
1. Associate's degree or equivalent credit hours towards a bachelor's degree with major coursework in business management, engineering, or a related field.
2. A minimum of three years of experience in a Public Works Department with a thorough knowledge of skilled maintenance and construction work.
3. A minimum of one year of supervisory experience coordinating a range of activities undertaken by others that involve directing, monitoring, and evaluating the performance of staff in a lead capacity.
4. Possession of a valid full Class C IEPA Water Operator's License or ability to obtain within eighteen months from the date of hire.
5. Possession of a valid State of Illinois Class A Commercial Driver's License (CDL) or ability to obtain within six months from the date of hire.
6. Proficiency with current computer technology, job-specific software, and customer service systems.
