Summary

This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy and Plans (PLCY), Office of International Affairs (OIA).

The primary purpose of this position is to support administrative OIA mission priorities.

Duties

Help

As a Program Analyst, GS-0343-14, your typical work assignments may include:

  • Develops, evaluates, and oversees policies in assigned program areas, takes necessary actions to achieve organizational objectives and recommends program objectives and improvements for the future.
  • Works with DHS operational components, Department of State and other Interagency partners to ensure DHS' full integration into US Missions abroad.
  • Provides technical assistance and direct support to organizational management in all matters relating to the application of planning systems and management programs to meet mission requirements.
  • Proposes, drafts and leads the process to implement new legislation, directives, Department decisions and field office operations in the domestic and international environment.
  • Coordinates activities of staff, advises, and provides analytical support for three broad functions: 1) Administration of DHS's Attaché and Dual-Hat Attach Programs. 2) Inter-agency Liaison with DHS Components' offices of international affairs and various Bureaus of the Department of State; and 3) International Governance (e.g. administrative programs, policy and process).

Qualifications

Specialized Experience:

To qualify for the GS-14 you must have at least one year of specialized experience, equivalent to the GS-13 level or higher in the Federal service or private sector equivalent, that included:
  • Developing and applying procedures and operations to identify and correct inefficient administrative processes.
  • Applying complex qualitative and quantitative methods for assessment of management processes, including budget control, statistical research and performance measurement, information systems, and congressional liaison.

    AND
  • Directing and implementing a variety of management programs.

Substitution of education in lieu of specialized experience may not be used for this grade level.

All qualifications and eligibility requirements must be met by the closing date of the announcement.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

You will receive credit for all qualifying experience, including volunteer experience.

Background Investigation: To ensure the accomplishment of our mission, DHS requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for Secret clearance as a condition of placement in this Non-Critical Sensitive position.
