Summary This position is located in the Office of Finance, Budget, and Acquisitions which is responsible for providing executive direction, leadership, coordination, and guidance for the overall day-to-day administrative operations to ensure the timely and effective implementation and high quality delivery of services across the Food and Drug Administration, its Directorates, and Centers. Responsibilities Serves as an analyst with responsibility for maintaining information on new programs, studies, regulations, policy statements, and enacted legislation involving or affecting the Center/Office. Analyzes and evaluates Center/Office work processes, policies, operations, and procedures, taking into full consideration complex legislative, programmatic, and management issues and problems. Conducts studies and prepares reports on findings. Collects data using techniques such as quantitative analysis, surveys, interviews, research, etc., to justify proposals through systematic and deductive reasoning. Requirements Conditions of Employment Qualifications The position of Management and Program Analyst falls within the 0343 occupational series. To qualify for this position at grade GS-11/12, you must meet Time-in-Grade requirements by 11:59 pm EST on 07/30/2026. Minimum Qualifications: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. GS-11: You must have 1 year of specialized experience equivalent to at least the GS-09, in the Federal service, which includes: assisting in conducting studies on organizational programs, policies, or operations , collecting data through research, surveys, or interviews to support findings or recommendations; drafting a variety of reports. -OR- A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. that is related to the position being filled. Please provide supporting transcripts. -OR- A combination of specialized experience and education as described above that, when combined, equal 100% of the total requirement. GS-12: You must have 1 year of specialized experience equivalent to at least the GS-11, in the Federal service, which includes: conducting studies on organizational programs, policies, or operations, collecting and evaluating data through quantitative analysis, surveys, interviews, or research to develop findings or recommendations; preparing reports on organizational issues. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.
