Position Summary:

Responsible for the overall supervision, coordination and daily operation of the Niagara County Department of Social Services Parent Partner Program. Provides leadership, and support to the Parent Partner program staff to ensure high-quality service delivery, compliance with contract requirements, accurate documentation, and adherence to program policies and evidence-based practices. Oversee referrals, case assignments, reporting, billing-related documentation, and communication with Niagara County DSS, courts, families, and community partners. Supports parents as a guide and coach by helping them learn and practice parenting skills through evidence-based parenting classes and coached visitations, while maintaining a strength-based, family-centered approach that supports participant engagement, safety, and reunification goals.

Essential Functions:

• Guides and coaches parents in learning and practicing parenting skills through evidence-based parenting education, in-home support, and coached visitation.
• Maintains a reasonable case load based on contract requirements.
• Conducts intakes of parents referred to the Parent Partners program by Niagara County DSS.
• Facilitates individual, in-home, Triple P Level 4 Standard and Triple P Level 5: Pathways classes.
• Provides supervised visitation, based on the coached visitation model, for parents who have had their children removed from their care due to abuse and/or neglect.
• Ensures completion of appropriate paperwork for record keeping and billing daily.
• Prepares billing for finance as required.
• Works with the finance department on policies and procedures.
• Coordinates maintenance of database of participant information.
• Writes monthly progress reports for NCDSS and courts.
• Seeks to engage families through a strength-based lens with a goal of reunification.
• Shares participant attendance with authorized agencies or partners after confirming that a valid release of information is on file.
• Reviews individual assessments and refers parents to other agencies, as appropriate
• Identifies appropriate community resources for parents as needed.
• Grows a network of resources for participants by connecting with other community agencies.
• Provides follow up support after parents have completed the program(s).
• Ensures program services are delivered in accordance with evidence-based models, agency policies, and NCDSS expectations.
• Serves as the primary point of contact for NCDSS regarding referrals, service updates, reporting, and program concerns.
• Monitors program outcomes, participant progress, and service quality to support continuous improvement.
• Supervises Parent Partner Program staff to maintain reporting requirements, data entry, evaluation forms, and other contract requirements.
• Conducts staff evaluations, regular staff meetings, case consultations, and performance evaluations.
• Assigns and monitors staff caseloads to ensure contract requirements and participant needs are met.
• Develops and trains staff on policies and procedures to ensure the safety of participants, facilitators and staff. Communicates with the director on any safety concerns and incidents.
• Other duties as assigned by the director.

Education and Experience:

• Associate’s degree in a related field and a minimum of five (5) years of experience, bachelor's degree in a related field and a minimum of two (2) years of experience or master's degree and one (1) years of experience in Human Services.
• Case management, in-home visitation or coached visitation experience.
• Computer skills including proficiency in Microsoft Office (Word, Excel).
• Salesforce experience is a plus.
• Experience working with NCDSS and Connections system preferred.
• Mandated Reporter Certification (EPIC will provide).
• Available on a flexible schedule based on program requirements, including evenings and weekends.

• Must possess a valid driver’s license and maintain reliable personal transportation to travel between work locations, client sites or other business-related destinations as required.

The employee is required to regularly reach with arms and hands; use hands to handle.  Hands and fingers frequently perform repetitive motion, including typing/keying. 

Occasionally, the employee will lift and/or move up to 50 pounds. 

This job requires close vision, peripheral vision, depth perception, and the ability to adjust focus.  Employee is required to regularly talk and hear.
