Under the direction of the TAR-Free Oversight Unit (TFOU) Chief, the Analyst II works independently and as part of a team to perform a wide range of advanced administrative and analytical functions to support the TAR-Free Process for all Designated Public Hospitals (DPH) and over 100 Non-Designated Public Hospitals and Private Hospitals (NDPH). Responsibilities include reviewing post-claim cases conducted by clinical staff, validating identified variances, conducting quality assurance reviews of Statement of Findings reports, monitoring hospital compliance as it relates to Medi-Cal policy and TAR-Free process requirements, preparing reports, creating process and procedure documents, and performing other administrative and analytical tasks.

The Clinical Assurance Division (CAD) reviews fee-for-service inpatient claims data and conducts regularly scheduled hospital compliance reviews. The TFOU oversees and evaluates hospitals' utilization management processes, provides outreach efforts and support to NDPH and Private Hospitals transitioning to the TAR-Free process. These hospitals use nationally recognized, standardized medical review criteria software such as InterQual and Milliman Care Guidelines (MCG) to determine medical necessity and acuity and then, as appropriate, submit claims to the Department of Health Care Services (DHCS) for payment. The incumbent must possess proficiency in Microsoft Word, Excel, and SharePoint.
