HEALTH PROGRAM ANALYST III / EMERGENCY APPOINTMENT HOMELESSNESS

Overview The LA County Board of Supervisors has declared a local state of emergency for homelessness. The County of Los Angeles Department of Public Health is seeking qualified individuals to fill emergency Health Program Analyst III vacancies focused on housing, mental health, and substance use issues. Responsibilities Supervises or independently executes the development, implementation, and evaluation of program services. Provides leadership, technical assistance, advocacy, and coalition building among public, private, and non‑profit groups. Reviews written recommendations regarding budgets, policy, pending legislation, and technical research. Investigates contracted agency operations performed by subordinate analysts, including highly sensitive or complex issues. Advises staff in analysis and preparation of grant applications; monitors program compliance with grant activities. Reviews written reports on program activities and progress, and develops program goals and specialty plans. Develops and administers contracts with public health service providers; supervises monitoring and evaluation of agencies. Conducts meetings with departmental, public, private, and non‑profit groups to discuss and influence policy issues. Develops and implements community action plans and policy. Coordinates the activities of professional and technical staff implementing program objectives and goals. Attends and conducts meetings with department officials and community organizations to resolve issues and influence the program. Oversees evaluation of awareness campaigns and assists in design and layout of promotional materials (flyers, newsletters, pamphlets, posters, articles). Minimum Qualifications Option I: A Bachelor’s Degree from an accredited college or university in a discipline related to public health, epidemiology, environmental health, health sciences, community health education, public administration, business administration, administration/management, behavioral science, or social science, plus five (5) years of experience in analysis of mental or public health programs, including two (2) years at the Health Program Analyst II level. Option II: Seven (7) years of experience performing assignments in mental or public health program analysis, including two (2) years at the Health Program Analyst II level. A Master’s Degree may substitute one (1) year of the required experience. Valid California Class C Driver License or alternative transportation method. Physical Class Physical Class II – Light: Light administrative and clerical duties, occasional light lifting up to 10 pounds, and some bending, stooping, or squatting. Other Requirements Initial appointment up to 90 days with performance assessment weighted 100%. Successful completion of assessment may lead to permanent appointment as Health Program Analyst III.
