Summary
Position is responsible to assist the Program Director in the clinical operations of the program.
Essential Duties and Responsibilities
1. Act as the Licensed Practitioner of the Healing Arts (LPHA) for the program, providing clinical oversight and ensuring quality care through chart reviews, determination of medical necessity, level-of-care assessments utilizing approved tools (ASAM), review of problem lists and treatment plans, documentation compliance monitoring, completion of treatment authorizations, intake assessments, admissions, and submission of appeals as clinically appropriate to support continued treatment and service authorization.
2. Ensure compliance with clinical assessment requirements by maintaining a minimum rate of 80% of residents/participants identified through ASAM assessments as presenting with Dimension 3 symptoms receiving a comprehensive diagnostic evaluation conducted by a qualified LPHA in accordance with regulatory, contractual, and program standards.
3. Document confirmed mental health diagnoses in the clinical record, including entry into applicable diagnostic fields within the electronic health record (EHR) and ensure that all residents/participants with a documented mental health diagnosis receive a minimum of one direct service provided by an eligible LPHA practitioner per admission.
4. Provide and oversee the delivery of evidence-based treatment services to residents, including individual counseling, psychotherapy, group counseling, psychoeducational groups, family and multi-family sessions, crisis intervention, and other clinically indicated therapeutic interventions.
5. Provide comprehensive Care Coordination services to a minimum of 20% of residents/participants in accordance with program, funding, and regulatory requirements. Facilitate continuity of care through warm handoffs, coordination of transitions between levels of care, discharge planning, and linkage to aftercare services, recovery supports, housing resources, medical and behavioral health services, and other community-based resources that promote sustained recovery and long-term stability.
6. Collaborate as an integral member of a multidisciplinary treatment team to support assessment, treatment planning, service delivery, care coordination, quality improvement, discharge planning, and overall program operations. Ensure effective communication among team members and promote compliance with clinical, contractual, and regulatory requirements, including timely coordination of diagnostic assessments for residents exhibiting Dimension 3 symptoms identified through the ASAM assessment process.
7. Maintain collaborative partnerships with external mental health provider agencies to ensure continuity of care and support staff in conducting warm handoffs during transitions in care.
8. Provide clinical oversight to staff, trainees, and interns, as appropriate within scope of practice.
9. Support staff training on evidence-based practices related to co-occurring disorders, including mental health symptom management, integrated treatment approaches, and general education regarding addiction and psychotropic medications as components of comprehensive care. Maintain documentation of competency to provide such training in accordance with professional scope of practice.
10. Document the services provided according to standards set by the Agency and applicable County, State, and Federal regulations. Documentation should be clear, concise, and completed in a timely manner.
11. Familiarity and adherence to all regulatory expectations and ethical standards and Agency policies and procedures, including the Agency’s Core Beliefs.
12. Role model appropriate, healthy, and ethical behaviors in all interactions, including adherence to HIPAA, 42 CFR Part 2, mandated reporting requirements and confidentiality standards.
13. Maintain constructive relationships with family members, community members and organizations, human services agencies, and other professionals.
14. Answer the phone as needed and fill out referral and screening forms, as applicable, fully and correctly.
15. Attend program staff meetings as required, agency meetings as mandated, and on-site and off-site trainings as directed.
16. Assist in ensuring a safe and alcohol/drug-free environment.
17. Perform all other duties as assigned.
If behavioral health pre-licensed - Minimum Credential, Education, and Experience
1. Current registration with the California Board of Behavioral Science Examiners (BBS) as an AMFT, ACSW, or APCC.
2. Must remain license eligible and maintain current registration per BBS regulations.
3. Must maintain 36 continuing education units during each registration renewal period.
4. Must take the BBS Law & Ethics exam within the first year of the registration renewal period.
5. Must receive clinical supervision hours by a BBS qualified licensed individual.
6. Master’s Degree in a behavioral health field.
7. One year experience in a behavioral health field.
If behavioral health licensed - Minimum Credential, Education, and Experience
1. Current license with the California Board of Behavioral Science Examiners (BBS) as an LMFT, LCSW, or LPCC.
2. Must remain licensed and keep licensure unrestricted and current per BBS regulations.
3. Master’s Degree in a behavioral health field.
4. Three years’ experience in a behavioral health field.
Language and Communication Skills
1. Ability to read and write English fluently.
2. Ability to speak effectively before groups, residents/participants, and family members.
3. Ability to legibly write and document within the Agency’s electronic health record systems.
4. Basic proficiency in using a computer and other telehealth technology. Proficient in Word and Microsoft Office software.
Other Requirements
1. Knowledge of 12-Step programs and/or philosophy.
2. Current CPR and First Aid Certifications.
3. A valid government-issued picture ID.
4. If employee uses their personal vehicle to commute to work and/or parks on Agency property, a current California driver’s license is required.
a. If employee has an out-of-state driver’s license, they must attain a valid California license within 10 days of employment.
b. Must maintain current liability insurance coverage on personal vehicle, and clear driving record.
c. On occasion, employee may be asked to use their personal vehicle to transport participants/residents to offsite appointments.
5. If employee uses an Agency-owned vehicle to transport residents/participants to offsite appointments, a current California driver’s license is required.
a. If employee has an out-of-state driver’s license, they must attain a valid California license within 10 days of employment.
