Duties

Help

• You will be the technical lead and authoritative expert for planning, implementing, managing, directing and controlling ongoing Operations Department (N3) programs and projects.
• You will exercise delegated authority to oversee the overall planning and timely execution of Operations Department programs managed through separate organizational units.
• You will have managerial responsibility for an organizational unit that executes administrative programs and analytical processes directly affecting the command.
• You will assist with the development and integration of advanced cross-domain and joint warfighting solutions at all levels of naval warfare.
• You will manage cross functional programs and projects that involve highly complex and sensitive issues.
• You will manage the development and evaluation of cross-domain solutions to identified warfighting gaps.
• You will assist with enhancing warfighting effectiveness and the integration of warfighting solutions and focus on maritime command and control at the tactical and operational level of war.
• You will manage the overall planning, direction, and timely execution of departmental tasking through divisions supervisors.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• MSP/PPP applicants must currently hold the required security clearance.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience directing, planning, and managing complex, multi-disciplinary operations programs/projects at a tactical and operational level of war. This includes managing cross-functional programs, aligning strategic initiatives, and setting long-range, multi-year work plans.
• Experience applying expert-level knowledge of Navy and Joint warfare concepts, doctrine, training, fleet experimentation, and tactics. This includes substantial experience coordinating force generation and development activities.
• Experience demonstrating expert knowledge of qualitative and quantitative techniques to measure and analyze the productivity, efficiency, and effectiveness of large-scale programs and complex projects.
• Experience orchestrating complex, cross-organizational operations by synchronizing the efforts of internal departments with external organizations and interagency partners.
• Experience preparing high-level staff reports, project papers, and delivering authoritative briefings to Navy senior leadership (Flag Officers, Senior Executive Service, and Department Heads).

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date).
