As we continue expanding across the Mid-Atlantic region, we're looking for an experienced and safety-focused Foreman to lead field crews and oversee the successful delivery of high-quality underground utility projects.

Job Summary

The Foremanis responsible forsupervising and coordinating the daily activities of assigned crews engaged in underground utility installation, including pipe layers, operators, skilled laborers, and general laborers.

Working under the direction of the Superintendent and/or Project Manager, the Foreman ensures projects are executed safely, efficiently, andin accordance withapproved plans, specifications, OSHA standards, Maryland safety regulations, and company policies. This role includes direct field supervision, production oversight, safety enforcement, workforce development, and documentation responsibilities in a heavy civil construction environment.

Flexible scheduling isrequired, including overtime, night work, weekend work, and irregular hours based on project demands and weather conditions.

Duties & Responsibilities

• Plan, assign, and coordinate daily crew activities based on production schedules and project priorities.

• Supervise installation of underground water, sewer, and storm systems in compliance with approved plans and grade requirements.

• Enforce compliance with OSHA construction standards, trench safety regulations, confined space requirements, and company safety policies.

• Conduct daily safety meetings (toolbox talks) and ensure proper use of personal protective equipment (PPE).

• Monitor crew productivity, workmanship, and jobsite conditions tomaintainquality and efficiency.

• Inspect tools, equipment, and materials to ensure safe operatingconditionand proper maintenance.

• Investigate and document incidents, injuries, and near-missesin accordance withcompany policy and regulatory requirements.

• Maintainaccurateproduction logs, time records, equipment usage reports, and related documentation.

• Provide coaching, training, and performance feedback to crew members.

• Recommend personnel actions including discipline, promotions, and staffing decisions in coordination with management and Human Resources.

• Identifyjobsite risks and communicate concerns to management promptly.

• Ensure compliance with environmental regulations, erosion control standards, and contractual obligations.

• Follow company procedures, safety protocols, and operational standards.

Qualifications

• 5+ years of experience as a Foreman in heavy civil construction, with underground wet utilities experience required
• Demonstrated prior experience in underground wetutilitiespipe laying isrequired.

• Supervisory or crew lead experience in heavy civil construction preferred.

• Knowledge of trenching, shoring systems, excavation safety, and underground utility installation practices.

• Ability to read and interpret construction plans, specifications, grade stakes, and blueprints.

• Working knowledge of OSHA construction standards and Maryland jobsite safety requirements.

• Strong leadership skills with the ability to motivate, direct, and develop crews.

• Ability to communicate effectively in English (verbal and written); bilingual English/Spanish preferred.

• Ability to manage time effectively and prioritize competing deadlines.

• Basicproficiencywith mobile devices or tablets used for production tracking and timekeeping.

• Required to continuously use vision abilities, including close, distance, color and peripheral vision, depthperceptionand the ability to adjust focus.

• Regularly required to use hands and fingers to handle, feel or operate objects, tools or controls, and reach with hands and arms; use fine motor coordination and eye-hand coordination to push/pull levers and apply pressure to control; utilize feet to press pedals; sit in static positions for long period of time.

• Frequently required to stand,talkand hear; lift or move up to 10 pounds and occasionally lift or move up to 100 pounds (with or withoutassistance) todemonstratework to crews.

• Occasionally required to walk, sit, climb, balance, stoop, kneel, crouch,crawland smell.

Work Environment

While performing the duties of this job, the employee

• Regularly worksin outside weather conditions.

• Frequently works near moving mechanical parts; is exposed to vibration, wet or humid conditions, heat, and other forms of inclement weather; is exposed to loud noise.

• Occasionally works in high, precarious places or in excavations, and is exposed to fumes or particulates, chemicals, moving equipment, electricity.
