This position is located in the Office of the Chief Information Officer (OCIO). This mission of OCIO is to enable delivery of HUD programs, services, and management processes by providing high-quality information technology (IT) solutions and services. The strategic goals of OCIO are to: rapidly modernize HUD's information technology to support key business initiatives; transform the information technology infrastructure to adapt to and adopt emerging technologies; develop a cadre of highly capable IT professionals with mission critical competencies needed to meet the Department's goals; and provide secure, rapid, and reliable data and information to our customers.

As an IT Specialist (INFOSEC) , you will:

- Plan and carry out difficult and complex assignments; develop new methods, policies, approaches and procedures; provide advice and guidance on a wide range and variety of complex issues; interpret Operation Security (OPSEC) policies, standards and guidelines.

- Serve as the Information System Security Officer (ISSO) which includes serving as the principal Point of Contact (POC) for all matters pertaining to the security of the IT systems for which the ISSO is responsible.

- Oversee the preparation of security plans, such as those required for Authorization to Operate (ATO) in coordination with the System Owner.

- Conduct risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs; promote awareness of security issues among management and ensure sound security principles are reflected in organization's visions and goals; conduct systems security evaluations, audits and reviews; and develop systems security contingency plans and disaster recovery procedures.

- Prepare and present complex reports on various subjects; conduct analyses and recommend resolution of complex issues affecting security operations and for ensuring the integration of IT programs and services; develop and manage systems that meet current and future business requirements and apply and extend, enhance the agency for or optimize the existing architecture.

The official duty station for this position will be in Alexandria, Virginia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Key Requirements:

  • Must be U.S. Citizen or U.S. National.
  • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service . Specialized Experience for this position includes:

- Interpreting and implementing the existing IT security policies, standards, guidelines and procedures; AND

- Performing vulnerability assessments of networks and systems to identify weaknesses and make recommendations to senior management for corrective actions; AND

- Developing, implementing and coordinating activities to ensure, protect and restore IT systems, services and capabilities; AND

- Coordinating implementation of computer security technical solutions and/or corrective actions with system stakeholders.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement , if applicable:

For the GS-13 you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
