Job Description Guided by the agency’s mission "To reduce recidivism among those we touch," the Ohio Department of Rehabilitation and Correction and the Division of Parole and Community Services are looking for a dedicated security-minded criminal justice professional to assume the duties and responsibilities of an Attorney 3 located in Franklin County. All external candidates must start at Step 1. At six months of employment, you will proceed to Step 2. At each subsequent year, you will move to the next pay step as indicated below. Step 1: $34.53 Step 2: $36.20 Step 3: $38.01 Step 4: $39.86 Step 5: $41.81 Step 6: $43.90 Step 7: $46.00 Step 8: $48.28 Step 9: $50.66 All new hires must complete a 365-day probationary period. What You’ll Do: As a Violation Hearing Attorney, you will perform such duties as: Work under direction and present and advise on administrative hearings as violation hearing attorney for Adult Parole Authority, require considerable knowledge of substantive and procedural law to provide legal advice and consultation. Develop and present cases and testimony at revocation and violation hearings on behalf of the Adult Parole Authority (APA) for parolees or other releasees who have been charged with violating conditions of their community supervision. Interpret legal issues regarding the violation process. Review evidence, documents, records, and reports to be presented at hearings and makes determination regarding subpoenas to be issued. Interact and correspond with witnesses, defense attorneys, law enforcement officials, prosecutors and other criminal justice officials in preparation for violation hearings. Interview inmates, releasees and witnesses. Examine and cross examine witnesses. Prepare and submit legal pleadings and memoranda. Review and evaluate reports to make recommendations regarding community sanctions or confinement. Conduct legal research. Review agency programs and policies for legal implication and drafts new policies. Prepare reports and maintain records and metrics. Maintain security of confidential records Provide legal advice to Adult Parole Authority staff and respond to inquiries and correspondence to include public record requests from members of community and various other criminal justice systems. Require extensive travel and may require overnight stays. Attend meetings with attorneys and/or in-house counsel, training, and conferences. May give presentations and conduct training. Work on special projects and/or committees as assigned. Must conduct themselves professionally and in a law‑abiding manner at all times in accordance with Ohio Department of Rehabilitation and Correction Standards of Employee Conduct. Qualifications Admission to Ohio Bar pursuant to Section 4705.01 of Revised Code; 6 mos. exp. as licensed attorney. -Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for the experience required, but not for the mandated licensure. Job Skills: Attorney/Legal Pre-Employment Background Investigation The final applicant selected for the position will be required to undergo a criminal background check. An individual assessment of an applicant’s prior criminal convictions will be made before excluding an applicant from consideration. Pre-Employment Drug Testing The final applicant selected for this position will be required to submit to urinalysis prior to an appointment to test for illegal drug use. The State will decline to extend a final offer of employment to any applicant with a verified positive test result. Also, an applicant with a positive test result will not be considered for any position with the State of Ohio for a period of one year. "Not applicable to current state employees". This position is also subject to Federal Alcohol. Tobacco and Firearms (ATF) regulations that prohibit someone to carry, transport, or otherwise possess firearm(s) and/or ammunition from consuming marijuana, including medical marijuana. Medical marijuana is prohibited as a valid medical explanation for a positive drug test for final applicants in this position. The Ohio Department of Rehabilitation and Correction is prohibited from hiring: Individuals under a federal or state weapons disability. This position requires firearms certification/recertification and use; Individuals who have engaged in sexual abuse in a prison or other confinement facility; have been civilly or administratively adjudicated, or convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, implied threats of force, or if the victim did not or was unable to consent; Individuals convicted of soliciting or providing support for an act of terrorism, terrorism, or money laundering to support terrorism; Individuals who have been convicted of or pled guilty to a felony where a direct correlation exists between the position and prior criminal behavior.
