Accountant II

Position Summary A highly skilled and experienced professional who performs various finance, accounting, and budget functions and processes. Reviews, updates, and prepares a variety of financial, budget, and accounting transactions; maintains fixed‑asset data and performs related duties as assigned. Reports orally and in writing, and provides timely, efficient, and effective services to departments while exercising independent judgment. Essential Duties and Responsibilities Review and analyze investment and bank accounts, preparing reconciliations of various funds and accounts. Analyze financial data and monthly financial and actuarial reports. Maintain spreadsheets related to funding sources that are budgeted and transferred. Maintain capital‑project spreadsheets, analyzing projects to determine amounts to be capitalized and expensed, and ultimately removing completed projects from Construction in Progress. Maintain annexations for the State of Florida Community Service Tax. Assist in preparing and completing a variety of accounting, financial, budgetary, or statistical reports or projects, including special projects. Prepare and maintain records associated with various cash‑management and grant‑management activities. Prepare schedules and reports for external auditors. Assist in maintaining and monitoring accounting and budgetary records in accordance with the Uniform Accounting System of the Florida Department of Financial Services Bureau of Local Government. Maintain the fixed‑asset system and reconcile to the general ledger; distribute inventory lists. Record pension entries to the general ledger and reconcile to financial statements. Prepare and review general correspondence. Perform other duties as assigned. Minimum Qualifications Knowledge of governmental accounting principles and procedures. Knowledge of computer systems pertaining to accounting and financial management. Knowledge of budgeting and financial reporting systems. Ability to learn and understand the Uniform Accounting System of the Florida Department of Financial Services Bureau of Local Government. Ability to prepare understandable spreadsheets and financial statement reports. Ability to organize specialized financial and statistical reports to generate and present periodic written reports. Ability to analyze financial data and discern underlying problems. Ability to organize and evaluate financial data and develop logical conclusions. Ability to establish and maintain effective working relationships with employees, officials, and the general public. Ability to communicate effectively both orally and in writing. Education and Experience Graduation from an accredited four‑year college or university with a bachelor’s degree in finance, accounting, business administration, financial management, or a related field. Three years of professional accounting and financial reporting experience. One year of experience in local government finance. A combination of education, training, and experience may be substituted at the City Manager’s discretion. Certificates and Licenses Must possess and maintain a valid Florida Driver License and be insurable by the City’s current insurance provider. Certified Government Finance Officer (CGFO) certificate preferred. National Incident Management System (NIMS) training required within one (1) year of employment.
