Industrial Wastewater Permit Manager - Shoreline

Salary: $78,485.4 - 105,512.4 per year Requirements:

• We need six years of experience and/or education aligned with this roles responsibilities.
• We need knowledge of permit development, including evaluating applications and technical materials to produce accurate, defensible permits.
• We need the ability to interpret and apply laws, rules, and policy so our permitting and compliance actions meet legal standards.
• We need experience reviewing engineering reports, treatment system information, and monitoring data to identify issues and recommend sound solutions.
• We need the ability to use engineering tools, models, and methods to assess treatment systems, discharge conditions, and environmental impacts.
• We need capability in field inspections and sampling to confirm facility conditions and support compliance decisions.
• We need strong collaboration skills to work with facilities, Tribal nations, local governments, and internal teams on technical matters.
• We need clear written and verbal communication skills to explain technical concepts and prepare permits, reports, and correspondence.
• We need a major study in sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, industrial, agricultural, bioengineering, or a related engineering field.
• We need a valid drivers license or other dependable transportation for travel within Washington state.
• We need at least one of the following qualification combinations: six years of experience; five years plus 30–59 semester or 45–89 quarter credits; four years plus an associates degree; three years plus 90–119 semester or 135–179 quarter credits; two years plus a bachelors degree; two years plus an Engineer-In-Training certificate; or one year plus a masters degree or higher.

• We develop wastewater discharge permits, including NPDES and State Waste Discharge permits, along with supporting fact sheets.
• We review permit reports and water quality monitoring data to assess facility compliance.
• We conduct facility inspections, carry out sampling, and document findings in inspection reports.
• We provide technical assistance to industrial facilities and internal colleagues.
• We investigate complaints and support compliance reviews.
• We help develop enforcement recommendations and related actions.
• We review engineering reports submitted by industrial facilities under licensed engineer guidance.
• We explain complex technical issues in clear, plain language, both verbally and in writing.
• We collaborate with the Ecology Communications team when responding to media inquiries.
• We learn to review engineering reports tied to ISGP and individual NPDES permits.
