POSITION DUTIES & RESPONSIBILITIES:

 

This position is assigned to the Florida Department of Health in Broward County (FDOH-Broward) under the direct supervision of the OPERATIONS & MGMT CONSULTANT MGR – SES/ Public Health Preparedness (PHP) Director. This position may also serve as the delegated supervisor of the Public Health Preparedness Program in the PHP Director’s absence. This is a supervisory position that is responsible for the Cities Readiness Initiative (CRI) Program as well as other preparedness duties and programs assigned in Broward County. This position will work to support the goals and objectives (specific to SNS/CRI) found in the Florida Public Health and Healthcare Preparedness Strategic Plan . The CRI Coordinator supervises two positions, the Government Operations Consultant I Planner and Government Operations Consultant I Assistant CRI Coordinator.

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

Emergency Operations:

Programs: Oversee the CRI program and ensure compliance with all CDC requirements including timely and accurate data entry into ASE and development, implementation and monitoring of after-action plans and preparation for CDC program audits. Ensure that CRI Memoranda of Agreements (MOAs) with partners are executed and maintained current such that mass immunization and prophylaxis can be implemented within the required timeframe. Oversee warehouse operations for all Points of Distribution (POD) including procurement, asset management, inventory control and fulfilling POD orders in an accurate and timely manner. Participate in POD site selection, layout and design and the continuous improvement of POD processes. Liaise with POD partners. Serve on the BioWatch Advisory Committee and ensure compliance with all requirements.

 

Administration: Develop and monitor the CRI budget. Submit all required reports, assessments, surveys etc. in an accurate and timely manner. The incumbent in this position is required to satisfactorily complete the following trainings in TRAIN at least 30 days prior to the beginning of each annual budget cycle established in the RPI process: FDOH FIRS-Our People, FDOH FIRS-Fiscal Reports and FDOH FIRS-Budget Module L4. The incumbent will serve as a Level 4 Budget Manager to include the preparation and monitoring of annual budget for assigned program area. This will require reviewing and monitoring of OCA budgets and EAR completion in an accurate and timely manner by the incumbent and all employees under their direct supervision. The incumbent is required to review assigned program budgets and OCA balances monthly and at a minimum meet with the FDOH-Broward Business Office quarterly to make any necessary budget adjustments. Issued P-Card for emergency and non-emergency department-related expenses.

Performance Excellence: Oversee all performance excellence activities for the CRI program .

Planning: Coordinate with Emergency Management (EM) on the ESF8-SOP and all other relevant plans. Work with local, state and federal agencies on joint planning as required. Identify new community partners and coordinate the memorandum of agreement process with them.

Training: Work with DOH-Broward training staff to ensure staff and community partners meet all preparedness training requirements. Responsible for developing and sustaining the training and exercise plan for DOH-Broward, which includes the Multi-Year Training and Exercise Plan, regional and local exercises and associated trainings.

Exercise: Lead or participate in or oversee the development, implementation evaluation and after-action process for all regional and local exercises necessary to develop and maintain necessary preparedness competencies. Ensure HSEEP compliance.

Response: Serve as ESF #8 Deputy Supervisor at the Emergency Operations Center during EOC activation. Serve in a designated ICS leadership role as requested by the Director.

Community: Lead the CRI Workgroup and facilitate regular meetings of the Workgroup. Serve on all relevant taskforces, committees, and boards etc. make presentations to professionals and community groups on preparedness-related issues. Coordinate with all local response partners including the Healthcare Coalition, EM, first responders, hospitals etc.

Perform other related duties as requested.

Knowledge, skills and abilities, including utilization of equipment, required for the position:

 

KNOWLEDGE : Effective principles of supervision, Strategic National Stockpile, Cities Readiness Initiative, The Florida Public Health and Healthcare Preparedness Strategic Plan (specifically, the Goal/Objective related to SNS/CRI), Public Health/Emergency Management planning, Emergency Support Function #8, NIMS Principles, Incident Command System.

 

SKILLS : Exceptional Communication Skills (written and verbal); Strong Interpersonal Skills; Computer skills (Power Point, Excel, Word, etc.); Exceptional skills in strategic planning, evaluation, and public speaking; Highly motivated and work well in a team environment.

 

ABILITIES : Ability to multitask; Ability to work independently and as part of a team; Ability to develop and implement various program monitoring methodologies and techniques; Ability to understand and apply applicable rules, regulations, policies and procedures; Ability to prioritize workload plans, organize and coordinate work assignments; Ability to work with diverse people and in diverse situations; Ability to utilize problem-solving techniques; Ability to critically assess situations and make sound judgments. Able to meet the core competencies regarding budget responsibilities and the computer skills to navigate the budget.

 

 

  MINIMUM QUALIFICATIONS:

 

  1. Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency. This may include working in a special needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

  3. This position requires daily in-office or field work. Willing to physically come in the office daily and perform field work.
  4. Valid driver's license, free of major infractions and access to an automobile to be utilized for work purposes.
  5. Minimum of five (5) years of experience in public health preparedness or in an emergency management field.
  6. Work experience in managing a budget. 
  7. Experience in supervising paid staff.

 

PREFERRED QUALIFICATIONS

 

  1. Bachelor’s degree from an accredited college or university. Year for year directly related experience can substitute for a bachelor’s degree (in addition to the experience required below). Examples of directly related experience would be; public health preparedness planning and emergency management planning.
  2. Lead role in Incident Command Structure.
  3. Work experience in preparedness planning.
  4. Work experience in designing, leading, and evaluating preparedness training and exercises
