Project Overview

IT Healthcare Consultant-Business Analyst (BA) - Advanced to assist with the implementation of small to large projects


Duties/Responsibilities:

• Servesas a liaison between the business programs community and the ITorganization to provide technical solutions to meet user needs.
• Possessesexpertise in the business unit(s) they support, as well as anunderstanding of the IT organization's systems and capabilities.
• Analyzesbusiness partners' operations to understand their strengths and weaknessesto determine opportunities to automate processes and functions.
• Assistsin the business process redesign and documentation as needed for newtechnology.
• Conductsefficient requirement gathering sessions with multiple stakeholders tocapture business requirements.
• Translateshigh-level business requirements into functional specifications for the ITorganization and manages changes to such specifications. Educates the ITorganization on the direction of the business.
• Negotiatesagreements and commitments by facilitating communication between businessunit(s) and IT from initial requirements to final implementation.
• Possessesan understanding of technological trends and uses this knowledge to bringsolutions to business units supported to enhance the enterprise'scompetitive edge.
• Requirementsdevelopment execution, including the elicitation, analysis, specification,and validation.
• Documentingand analyzing agency business processes and recommending improvements.
• Documentingand analyzing data requirements and relationships.
• Participatingin the requirements management processes, including change control,version control, tracking and status reporting, and traceability.
• Providingrequirements interpretation and guidance to technical and test teams.
• Proactivelyidentifying risks, issues, and action items leading to possible solutions.
• Interactingwith internal and external organizations (i.e., vendors, State and Federalgovernment agencies, State providers and beneficiaries, and otherstakeholders).
• May makerecommendations for buy versus build decisions.
• Researchbusiness rules, requirements, and models.
• Maintainbusiness rules, requirements, and models in a repository.
• Otherproject-related duties.

Requirements

Required Skills:

• 1 yearof business analysis experience with IBM Cúram software

• 1 yearof experience in government IT projects as a businessanalyst or related duties

• 1 year's experience eliciting, mining,and documenting business rules and processes

• 2 years ofMedicaid Eligibility or other healthcare insuranceexperience

Preferred Skills:

• General Subject Matter Expertise asit relates to Medicaid or other healthcare insurance experience (projector operations)
• MMS experience (project or operations)
• Microsoft Office Project/Project Server

Additional Skills:

• Superbwritten and oral communication skills, including theability to write requirements and Use Cases. VeryStrong proficiency in English is required.
• Experienceand ability to obtainbusiness processes and requirements information byinterviewing business personnel and by mining laws, regulations, andpolicy documents.
• Knowledge of formal businessprocess documentation.
• Understanding of business modelingtechniques, including the use of graphical process flow software
• Ability to effectively communicate to executivemanagement, line management, projectmanagement, and team members.
