JOB SUMMARY

Under general direction of the Director or designee, performs advanced professional accounting and auditing work which involves general supervision and control over account maintenance, fixed asset and utility billing systems, and other general accounting operations. Responsibilities also include auditing, designing and developing accounting controls, systems, forms and procedures to promote more effective and efficient operations. The employee also supervises professional accountants performing various and complex accounting tasks, and clerical staff engaging in the overall operations of the accounting division. Work is reviewed through periodic conferences, external and internal audits and progress reports upon completion of assignments for adherence to established City policies and procedures.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:

• Plans, organizes, reviews, supervises and directs the work of subordinate professional accounting and technical personnel engaged in maintaining general and subsidiary ledgers, budgetary controls and revenue expenditure accounts for all funds.
• Maintains and controls fixed asset date base system; verifies utility billing system journal entries; reviews financial statements; prepares grant reimbursements; and performs other general accounting operations.
• Designs and develops accounting controls, systems, forms and procedures, to promote more effective and efficient operations.
• Participates in the preparation of regular and special financial and statistical statements, and related reports.
• Monitors and reviews debt service schedule with invoices to ensure timely payments of debt service obligations.
• Supervises the auditing activities of subordinates and assists external auditors on audition functions at the end of the year.

• Organizes and monitors annual fixed asset inventories; revises fixed asset file maintenance or data entry for accuracy; determines which purchase orders meet the fixed asset inventories.
• Audits, designs and develops accounting controls, systems, forms and procedures to promote more effective and efficient operations.
• Monitors and reconciles bank account analysis statements and take corrective action when necessary.
• Maintains salary information on independent contractors; reconciles water and sewer accounts.
• Acts as liaison with external auditor and provide requested information and documentation to General Accounting and other departments of the City.
• Instructs office staff on computer applications; updates accounting procedures for specific areas.
• Represents the department in a variety of interdepartmental contracts; confers with departmental representatives on fiscal matters in the interpretation of financial and accounting system policies and procedures.
• Makes recommendations on hiring, discipline, and promotion of subordinates; authorizes leave and overtime; reviews and rates employee performance reports by subordinates.
• Reviews and approves investment accounts and general ledger accounts.
• Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
• Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.
• Performs other job duties as assigned.

The Requirements

EDUCATION/EXPERIENCE:

Required:

• Bachelor's Degree from an accredited college or university in accounting with an emphasis on governmental or not-for-profit fund accounting
• Five (5) years of responsible experience as a professional accountant including two (2) years in governmental accounting at a supervisory level

Preferred :

• Master's Degree from an accredited college or university in Business Administration or Accounting with an emphasis on governmental or not-for-profit fund accounting,
• Certified Public Accountant certification

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements

CERTIFICATES, LICENSES, REGISTRATIONS :

• Valid Driver's License: With proof of automobile insurance
• Background Check: Must have an acceptable background record
• Driving Abstract: Must have an acceptable driving record

• Knowledge of principles and practices on governmental accounting and financial reporting including governmental funds, proprietary funds, fiduciary funds, and account groups.
• Knowledge of modern business office practices and procedures, computerized accounting systems, equipment, and standard clerical techniques as applied to the maintenance of multiple governmental accounting systems involving a large number of transactions.
• Knowledge of applicable statutes, ordinances, regulations, policies, and procedures governing the receipt, custody, and expenditure of governmental funds.
• Knowledge of supervisory principles and practices.
• Ability to apply professional accounting principles, financial reporting standards, knowledge and skills to the maintenance and preparation of complex sets of fiscal and accounting records, reports, financial statements.
• Ability to perform detailed work involving written and numerical data; to perform arithmetic calculations rapidly and accurately and to communicate clearly, orally and in writing.
• Skill in planning, organizing, and supervising the work of a group of professional and clerical accounting personnel in a manner conducive to full performance.
• Skill in establishing and maintaining effective working relationships with other employees, management, subordinate personnel and the public.
• Ability to prepare complex periodic and special financial and statistical reports.
• Ability to conduct independent audits of complex sets of municipal accounting records.
• Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.

The Examination
