THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $44,545 - $51,227.00 The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community. The Division of Child and Family Well-Being (CFWB) works to ensure families and children have the critical supports they need to thrive and exercise self-determination. CFWB leverages concrete resources, stakeholder relationships, and community and family strengths to drive toward greater equity and social justice, reduce disparities and disproportionality—including in the child welfare system—and create conditions that foster well‑being for families and children across New York City. Our work includes the provision of child care assistance; support for caregivers and child‑serving professionals to prevent child injury; and investment in community‑based approaches. The CFWB Fair Hearing Unit represents the agency at child‑care subsidy related fair hearings held by the New York State Office of Temporary and Disability Assistance (OTDA). The unit is responsible for preparing evidence packets, representing and defending the agency at fair hearings, and ensuring compliance once a decision has been made by an OTDA judge. The CFWB Fair Hearing Unit defends the agency in court when a parent requests a fair hearing about an action that the agency has taken or will take concerning a family’s childcare services. The FHU Intake Specialist prepares case evidence packets for fair hearing cases, facilitates the unit’s intake and processing of cases, reviews and data‑entries information into the state Fair Hearing database, and transitions cases to unit staff for processing and compliance. The position also has direct contact with families and child‑care providers in response to the fair hearings. Responsibilities Contact community‑based providers, programs, and parents to resolve enrollment and eligibility issues and avert hearings if appropriate. Communicate with community‑based programs, clients, and providers about upcoming fair hearings. Review city and state systems to educate community‑based programs and families on fair hearing protocol and compliance. Respond to community‑based providers, programs, the state, and parents on inquiries regarding fair hearing issues. Collect and analyze feedback from clients and other constituents to gauge the agency’s response to fair hearing cases. Reach out to staff at the DOE child care units to gather required case documents for court packets. Receive and organize information from OTDA regarding hearing schedules. Ensure new hearing requests are logged into the Fair Hearing database, FHIS, ACCIS, and update all systems as needed. Organize and prepare evidence files for hearings. Process time‑sensitive Rivera requests (copies of case eligibility documents) as needed, with the time‑sensitive FHU mailings. Enter case information into ACCIS and other databases. Perform data searches in the ACCIS database. Scan and index client documents and other fair hearing related information. Maintain files and records as required. Minimum Qualifications Qualification Requirements: 1. High school graduation or equivalent and three years of experience in community work or community‑centered activities related to the duties described above; or 2. Education and/or experience that is equivalent to item 1. However, city employees who have worked for the City for two continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
