Branch Chief, Data Quality (Hybrid)

The Department of Health Care Services (DHCS) is the backbone of California’s health care safety net, serving low‑income families, children, pregnant women, older adults, and persons with disabilities. This role offers an opportunity to contribute to one of the largest data and information‑management programs in the state. About this Role The Health Information Management Division (HIMD) at DHCS is seeking an experienced Information Technology Manager II (ITM II) within the Data Quality Branch. As ITM II, you will provide enterprise oversight of data‑quality planning, reporting, analysis, remediation, and improvement, and ensure compliance with state and federal data standards. Responsibilities Oversee enterprise‑level data‑quality planning, reporting, analysis, remediation, and improvement across DHCS. Provide oversight of ongoing data‑quality activities for the Transformed Medicaid Statistical Information System (T-MSIS), including reporting that improves beneficiary quality of care, utilization, enrollment, and program integrity. Manage the data‑quality catalog, data lineage, assessments, and reporting for managed‑care plans, including the Quality Measures for Encounter Data (QMED). Work with technology and program teams to identify, address, and monitor data‑quality issues across DHCS programs. Apply standards expertise in HIPAA, X12 claim standards, NCPDP, C‑CDA, HL7 FHIR, USCDI, ICD‑9/10, and other clinical data formats. Ensure compliance with DHCS’s Conflict of Interest Code and filing of Statement of Economic Interests. Minimum Requirements Qualifications are defined in the Classification Specification for Information Technology Manager II. Applicants must meet the education and experience requirements listed there. Desirable Qualifications Knowledge of health‑care programs and Medi‑Cal delivery systems. Understanding of state budgeting and financial management processes. Experience with HIPAA and health‑information‑technology interoperability. Ability to work effectively with senior government officials. Skill in analyzing complex program implementation problems and developing solutions. Knowledge of data‑quality standards, T-MSIS, ICD‑9, and ICD‑10 codes. Experience with organization change management. Agile project‑management skills.
