Job Description and Duties
Under the general direction of the Deputy Division Chief, Manager II, the Supervisor II (SII) serves as Chief over the Office of Talent Acquisition, directs a variety of complex and highly technical selection management functions and acts as a consultant for managers, supervisors, and program specialists on a myriad of the more difficult and sensitive personnel selection issues. Responsible for planning, directing, organizing, and providing leadership to personnel related to departmental strategic recruitment activities. The SII works through and provides effective supervision and mentoring of subordinate managers responsible for specialized recruitment functions. The incumbent is required to maintain a working knowledge and understanding of appropriate laws, rules, and regulations relating to recruitment, examinations, onboarding, and hiring processes.
Eligibility for hire may be determined by your score on the Supervisor II exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Working Conditions

Multiple positions may be filled from this recruitment.
This is a Limited Term position which may be extended to 24 months or become permanent.
This position is eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’ current telework policy. While Caltrans supports telework, in-person attendance may be required based operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. The selected candidate may be required to conduct business travel on behalf of the Department or commute to the headquarted location. Business travel reimbursements considers an employee's designated Headquarters location, primary residence, and may be subject to CalHR regulations and applicable bargaining unit contract provisions. All commute expenses to the headquarted location will be the responsibility of the selected candidate.
While at their base of operation, the SII will work in a climate-controlled office under artificial lighting. There will be occasional fluctuations in temperature. The SII will work in a cubicle and will periodically attend meetings and/or training outside the office. Travel may be required for up to 40% of the time.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
The Supervisor II must be familiar with the Department of Transportation's mission and goals and be able to apply the Division of Human Resources' strategic objectives needed to accomplish them. Knowledge of departmental organizational structures, executive personnel, and major work programs. Possess a demonstrated knowledge of the principles, practices and trends of leadership, public and business administration and human resources, employee development and training. Basic knowledge of Classification and Pay laws, rules, and policies and knowledge of Caltrans policies and procedures on budgeting and fiscal management. Ability to convey ideas and present information clearly and logically, both orally and in writing. Demonstrated capacity for assuming the most difficult management and administrative responsibilities. Ability to supervise and direct in order to develop subordinate staff’s ability to apply laws, rules, policies and procedures to achieve departmental objectives. Ability to plan, direct, monitor, and evaluate subordinate staff and promote principles of Equal Employment Opportunity.
