Job Description

This role supports a major three‑year generation power plant construction project in Marshalltown, Iowa, with a primary focus on project scheduling and project controls for a large electric utility. You will act as the owner’s representative for the project schedule, working closely with EPC contractors, subcontractors, and internal teams to validate progress, identify risks, and drive schedule and cost mitigation strategies. Responsibilities

• Serve as the owner’s representative for the project schedule, interacting with EPC contractors, subcontractors, and site construction management to validate their work and ensure alignment with the owner’s perspective.
• Review and understand the integrated project schedule in Primavera P6 to identify issues, assess schedule health, and determine whether planned activities are reasonable and achievable.
• Perform critical path and float path analysis, prepare and review look‑ahead reports, and recommend schedule mitigation strategies and what‑if scenarios as the work progresses.
• Enhance and modify the existing schedule to reflect actual field progress, changes in scope, and evolving project conditions, ensuring the schedule remains an accurate system of record.
• Act as a key point of contact for site construction management and the owner’s project management team on all scheduling and project controls matters.
• Serve as a liaison between the owner, owner’s representatives, EPC contractor, and subcontractors to ensure clear communication and coordinated execution of schedule and contract requirements.
• Monitor potential and active change orders, forecasts, and invoicing, and collaborate with the primary Cost Analyst to track budget performance, cost measurements, monthly reporting, and accruals.
• Engage early in change order discussions to explore options for mitigation, working with contracts and contract administration to determine whether schedule adjustments or alternative approaches can reduce or avoid change order impacts.
• Support contract administration by acting as a point of contact for the primary Contract Administrator on contract adherence, potential change order mitigation, and contract clarifications.
• Manage document control activities by overseeing field‑generated documents, ensuring they are properly processed and uploaded into the system of record.
• Utilize Oracle Unifier and Oracle Unifier Mobile to capture field data, document work, and upload photos and records from tablets used in the field.
• Coordinate with site construction management and the owner’s project management team on document control processes and act as a liaison between the owner and all contact resources.
• Participate in regular project controls and scheduling meetings, providing clear updates on schedule status, risks, and recommended corrective actions.
• Support the civil work phase and subsequent phases of construction, including peak activity periods, by maintaining accurate schedules and timely project controls reporting.
• Contribute to a collaborative project team that includes a full‑time construction manager on site, visiting project managers, and remote project controls and contracts administration resources.

Essential Skills

• Broad project controls experience with a strong emphasis on construction scheduling and cost control.
• Hands‑on construction site experience, preferably on large industrial or plant projects.
• Plant or industrial facility experience, with exposure to complex generation or similar heavy industrial environments.
• Proficiency with Oracle Primavera P6, including critical path analysis, float path analysis, look‑ahead report preparation and review, schedule mitigation, and what‑if analysis.
• Experience acting as a point of contact for site construction management and project management teams on scheduling and project controls matters.
• Ability to serve as a liaison between owners, owner representatives, EPC contractors, and subcontractors to ensure coordinated execution.
• Experience monitoring change orders, forecasts, and invoicing, and working with cost analysts on budget performance, cost measurements, monthly reporting, and accruals.
• Familiarity with contract administration processes, including contract adherence, potential change order mitigation, and contract clarifications.
• Document control experience using a formal document control system, including managing field‑generated documents and maintaining a reliable system of record.
• Working knowledge of Oracle Unifier and Oracle Unifier Mobile or similar document control platforms used for field data capture and documentation.

Additional Skills & Qualifications

• Experience working directly for an owner or owner’s representative on large construction projects is preferred.
• Combustion turbine generator project experience is preferred and will be considered a strong asset.
• Experience on EPC‑delivered projects, coordinating with multiple stakeholders and integrated schedules.
• Ability to influence change order outcomes through early discovery, schedule analysis, and constructive engagement with contracts and project teams.
• Strong analytical and problem‑solving skills, with the ability to quickly assess schedule reasonableness and identify practical mitigation options.
• Effective communication and interpersonal skills, enabling clear interaction with site teams, remote project controls staff, and contract administration resources.
• Comfort with using mobile devices and tablets in the field for documentation, photo capture, and data entry into project systems.

Work Environment

You will work primarily on site at a large generation power plant construction project in Marshalltown, Iowa, supporting a three‑year plant build for an electric utility. The environment is a busy industrial construction site with ongoing civil work and peak activity periods as the project advances. You will collaborate closely with a full‑time construction manager on site, visiting project managers, and remote project controls and contracts administration team members. The role is intended to be full‑time on site, but there is flexibility to consider rotational arrangements or a shared schedule between two individuals, including rotations home. The project uses Oracle Primavera P6 for scheduling and Oracle Unifier, including Unifier Mobile, for document control and field data capture via tablets. The position offers paid holidays, negotiable paid time off, and a per diem at GSA rates for seven days per week, making it an attractive long‑term assignment in a dynamic utility and power generation environment.

This is a Contract position based out of Madison, WI.

The pay range for this position is $75.00 - $85.00/hr.

Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
