Facilities Administrator

The New York Independent System Operator

The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state. The New York Independent System Operator (NYISO) applies cutting‑edge technology to operating a reliable electricity system, managing competitive markets for wholesale electricity, and planning for the Empire State's energy future. The NYISO’s Information Technology department invites applications for a full‑time Facilities Administrator. The Facilities Administrator will administer and coordinate a wide range of tasks and assignments related to the operation and maintenance of NYISO owned or leased facilities. This includes monitoring, inspecting, and overseeing work performed to maintain computer rooms, data centers, control centers, office environments, buildings, roads, and grounds. Responsibilities also encompass building infrastructure services such as electrical distribution, environmental, HVAC, UPS, diesel generators, fire detection and protection systems, and security systems. The role involves maintaining equipment logs, work lists, and schedules to operate and maintain the buildings efficiently in conjunction with the Supervisor‑Facilities and subject‑matter experts (SMEs), developing policies, procedures, and monitoring protocols to provide NYISO’s employees with a safe and healthy work environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Manage, distribute, and track work orders for staff and contractors using CMMS. Be comfortable with and possess working knowledge of applications including Automated Logic BMS, Lutron Quantum Lighting, and Micromain CMMS. Administer computer rooms at all facilities, including condition monitoring, cleanliness, equipment additions, and contractor work for preventive and emergency maintenance. Work closely with IT to coordinate work and documentation within the data center, including electrical installations, environmental conditions, equipment installation or removals, and fire safety systems. Assist in selecting and coordinating outside contractors and vendors for goods and services. Schedule and oversee contracted services such as janitorial services, trash removal and recycling, UPS, HVAC, electrical and security systems, elevators, fire protection, water treatment, lawn maintenance, and snow removal. Manage receiving operations and distribution. Oversee maintenance and periodic testing of diesel generators. Conduct and document periodic walk‑throughs of facilities. Evaluate problems, provide support, and respond rapidly to building and infrastructure system problems. Implement workspace setups for new employees and contractors; coordinate inter‑office personnel moves and furniture needs for all groups and departments. Create and maintain CAD drawings of facilities, grounds, seating, and special projects. Maintain current records, prints, schedules, documentation, and maintenance logs. Purchase and maintain adequate inventories of equipment, small parts, and building supplies. Receive and process deliveries of equipment and supplies; process outgoing shipments. Assist in preparing and monitoring the facilities annual budget. Maintain building, office, and workstation lock and key inventory, duplicates, and central key storage boxes. Support the NYISO fixed asset program and inventory. Work with the Manager, Facilities and Senior Project Manager on annual capital replacement projects, including project meetings and vendor coordination. Assist with administration of the NYISO corporate safety program.

QUALIFICATIONS

Associate degree (AA, AS, AAS) in a technical field or equivalent experience. Minimum of five years related experience in construction, building maintenance, or specialized training in safety and building systems; intermediate knowledge of plumbing, electrical, and construction principles and codes. Comprehensive knowledge of OSHA and NYS DOL Department of Health and Safety regulations is preferred.

CERTIFICATES, LICENSES, REGISTRATIONS

Valid New York State operator’s permit and driving record that does not limit company driving. IFMA or BOMA facilities‑related certification desirable. OSHA General Industry Outreach Trainer and 30‑hour course certification preferred; evidence of progress towards certification desirable. Certifications or training in business continuity planning, safety, or related areas such as those offered by NASP.

ADDITIONAL REQUIREMENTS

Ability to read and interpret safety rules, operating and maintenance instructions, blueprints, schematics, drawings, and procedure manuals; ability to write routine reports and correspondence; ability to speak before contractors or employees. Ability to calculate figures, discounts, interest, proportions, percentages, area, circumference, and volume; apply basic algebra and geometry; understand standard construction and equipment symbols. Ability to solve practical problems in varied situations with limited standardization; interpret instructions in written, oral, diagram, or schedule form. Proficient in Microsoft Windows, MS Office, email, and browser applications; knowledge of other related applications desirable; basic CAD skills for producing and updating drawings. All NYISO facilities are critical infrastructure; they must operate 24/7/365 without exception.

PHYSICAL DEMANDS

While performing the duties of this job, the employee must regularly talk or listen, stand, walk, sit, and use hands for routine office tasks. The employee may occasionally be required to reach with hands and arms and lift or move up to 40 pounds. WORK ENVIRONMENT

The noise level is usually moderate, with contact with staff and the public. Travel may be required to attend meetings, conferences, and training. The NYISO operates 24/7/365; this position requires rotating on‑call coverage and may involve work during evenings, weekends, or holidays.
