Instructional Systems Specialist | Newport, RI (SWSC) Carley Corporation is an employee‑owned small business specializing in blended training solutions for DoD, Government, and Commercial customers. LOCATION: Newport, RI – Surface Warfare Schools Command (SWSC) Carley is seeking an Instructional Systems Specialist to support the Surface Warfare Schools Command in Newport, Rhode Island. The role requires onsite work at a Navy schoolhouse, a security clearance, a CAC, and 10% travel. The position may require lifting up to 50 lbs on limited occasions.

RESPONSIBILITIES

Design, develop, produce, and implement instruction using the Instructional Systems Development (ISD) model. Select instructional media, materials, and equipment to support learning objectives. Plan and produce instructional materials. Identify relationships between training deficiencies and required training system modifications. Write training materials – tasks, learning objectives, formats, organization, lesson maps, instructional strategies, learning events, test items, and interface design. Develop video and audio scripts, storyboards, graphics, and data files. Develop instructor guides, exercise controller guides, on‑job training handbooks, and student guide materials. Plan, develop, and review objectives, content, methods, resources, and evaluation procedures in an unbiased manner. Develop testing instruments, administer pretests, measure cognitive, psychomotor, and performance accomplishments, and evaluate achievement at course completion. Develop testing plans, test administrator guides, and cross‑reference lists of test items and related learning objectives. Assist with formative and summative evaluations and apply findings to improve training and instruction. Perform other duties and support projects as assigned.

QUALIFICATIONS

BA/BS degree in Management Information Systems, computer field, or equivalent experience (3‑5 years in instructional systems analysis, design, and development). Preferred degree in Education, Psychology, or Instructional Systems Design. Knowledge of learning theory and principles of one or more instructional systems specialities. Knowledge of subjects or occupations for which instructional material is developed. Experience with the ISD model for new or revised instructional materials. Experience designing, developing, and analyzing training systems. Experience with emerging technologies in the past 3 years for educational/training applications. Strong understanding of Navy Training Process (NTP) and AIM toolset (CPM and LO Module). Active Secret clearance or held within last 24 months; ability to maintain clearance and required credentials (CAC). Ability to lift up to 50 lbs on limited occasions. U.S. citizenship required.
