Department Overview The ADA/504 Compliance Officer will operate with advanced expertise in disability law, ethics, and compliance frameworks, and University policy governance, serving as a senior compliance leader within the University of California Office of the President (UCOP). Position Summary The ADA/504 Compliance Officer is responsible for strengthening UCOP's compliance infrastructure for the Office of the President’s services, programs, and activities, including but not limited to digital accessibility and events. The role enhances employee support systems by providing strategic oversight of disability access, reasonable accommodation, complaint resolution, complex investigations, policy development, and coordinated institutional response processes. It ensures institutional alignment with federal and state laws—including the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act, and related nondiscrimination statutes—as well as University policy and systemwide directives. The incumbent exercises substantial independent judgment in managing complex, sensitive, and high‑risk matters with potential legal, operational, financial, and reputational impact. This two‑year contract position is established to formalize and enhance UC Office of the President’s compliance governance structure by strengthening accommodation review and implementation processes, standardizing complaint intake and resolution protocols, implementing structured investigative practices, and enhancing compliance monitoring, documentation, and risk mitigation systems. Key Responsibilities 35% ADA / Section 504 Compliance Oversight – Administers and oversees UCOP‑wide compliance with federal and state disability laws and University policy. Serves as the designated ADA/504 Coordinator and primary point of contact for Office of the President disability‑related complaints. Leads and coordinates implementation of new and revised related legal, regulatory, and policy requirements. Develops, interprets, and implements OP policies, procedures, and guidance related to disability access and accommodations. Supports Human Resources in the consistent implementation of federal and state regulatory accessibility and disability nondiscrimination related policies and procedures. Serves as the primary resource for ADA/504 and related compliance advising and provides implementation guidance in consultation with SOCR, OGC, and reporting line as appropriate. Monitors compliance efforts and recommends corrective actions as needed. Reviews OP policies, initiatives, and major projects for ADA/504 and related compliance implications. 25% Investigations & Complaint Resolution – Manages and conducts investigations into ADA/504 grievances. Conducts fact‑finding interviews and evidence review. Obtains legal consultation with OGC and consults with SOCR for coordination when appropriate. Prepares written investigative findings, recommendations, and related documentation. Manages high‑profile or sensitive matters requiring discretion and diplomacy. Coordinates with systemwide or external investigators as needed. Provides consultation on complex accommodation matters and related complaint resolution. 20% Policy Governance & Institutional Strategy – Provides leadership in compliance policy development and governance. Develops, revises, and implements policies and procedures related to disability compliance matters. Ensures alignment between UCOP practices and systemwide UC policy. Leads and participates in cross‑functional committees addressing complex compliance issues. Advised senior leadership on UCOP compliance trends, risks, and mitigation strategies. Develops coordinated UCOP response systems for disability compliance matters. Partners with Human Resources, Risk Services, Labor Relations, UC Legal, Systemwide Office of Civil Rights, Office of Culture and Inclusive Excellence, Facilities, DigIT, and Communications to support coordinated compliance strategy. 15% Strategic Education, Outreach & Culture Building – Strengthens institutional awareness and compliance culture. Develops and delivers UCOP training programs related to ADA/504 and related federal and state laws and regulations, accessibility, reasonable accommodations, and compliance responsibilities. Facilitates training for HR Business Partners (HRBPs) and local leaders on accommodation processes and proactive compliance strategies. Creates guidance materials and communication tools to increase awareness. Provides consultation to departments on accessibility planning, risk mitigation, and inclusive practices. Enhances UCOP understanding of disability inclusion and regulatory obligations. 5% Compliance Infrastructure & Monitoring – Supports institutional integrity and compliance infrastructure. Maintains confidential records related to accommodations, grievances, compliance activities, and required reporting. Participates in the development or enhancement of compliance databases and tracking systems. Maintains and monitors UCOP support performance metrics and accommodation delivery outcomes. Ensures quality controls and confidentiality safeguards are in place. Tracks trends, prepares reports, and identifies areas for continuous improvement. Experience Minimum 8 years’ experience in higher education or public sector compliance and digital accessibility compliance standards. Required Qualifications Advanced knowledge of ethics and compliance standards and internal control systems. Ability to apply legal and policy concepts to complex fact patterns. Strong analytical and investigative skills. Strong communication skills across a variety of modalities and venues. Excellent interpersonal skills to work independently with all levels of University personnel. Ability to present complex issues clearly and concisely to senior leadership. Ability to manage multiple priorities in high‑risk, high‑visibility environments. Demonstrated discretion in handling confidential information. Demonstrated experience with ADA, Section 504, and related nondiscrimination laws. Experience conducting investigations or structured compliance reviews. Demonstrated ability to handle sensitive matters with discretion and sound judgment. Preferred Qualifications Broad knowledge of University ethics and compliance policies and procedures. Education Required: Bachelor’s degree in related area and / or equivalent experience / training. Preferred: Advanced degree (JD, MBA, MPA, Ed.D., or related field).
