The Local Government Programs and Services Division (LGPSD) of the California State Controller’s Office partners with local governments across the state to promote transparency, accountability, and fiscal responsibility. Job Description and Duties Under the general direction of the Accounting Administrator I (Supervisor) and utilizing knowledge of governmental accounting, auditing, financial reporting, and procedures prescribed by the State Controller’s Office (SCO), the incumbent will be responsible for performing the more complex technical, analytical duties related to the apportionments process. Duties Performed: (Candidates must perform the following functions with or without reasonable accommodations.) Review and process payments to local government entities. Review and analyze the accuracy of data contained in various payment reports. Assist in facilitating the section’s legislation reviews, analysis, and proposals. Monitor and analyze existing and proposed legislation to determine impacts to the organization. Advise management on resource needs and workload impacts that are a result of changes to existing laws and regulations or accounting rules and procedures. Recommend amendments to legislation. Communicate and work collaboratively with representatives from other state agencies, local governments, and other interested parties. Prepare correspondence, as needed. Collaborate with system programmers, management, and other state agencies to develop, implement, and test statutory changes affecting various payment programs. Perform peer reviews and back-up payment duties. Perform complex analytical duties pertaining to: Fund reconciliations; Payments; Annual reporting data for complex programs; Statutes and regulations to develop legislative and regulatory proposals, bill analyses, or other detailed analytical reports; Configuration, implementation, and testing of the procedures and payment calculations for payment programs utilizing the Agile Payment System, SCO Fiscal System, and the Financial Information System for California (FI$Cal); You will find additional information about the job in the Duty Statement .
