About the Office of Financial Services The Office of Financial Services (OFS) operates as a shared financial service for ODHS and Oregon Health Authority (OHA). OFS provides leadership and management, fiscal policy direction, financial systems management, and coordination of core financial accounting, payroll, and financial reporting services for ODHS and OHA. The office manages financial systems for more than 20 financial systems and processes millions of dollars each week. Summary of Duties This position maintains specialized accounting record systems, including checking financial transactions for propriety, resolving errors, balancing accounts and records, and preparing reports. Individuals in this position work in various OFS units and perform functions that compute, calculate and record financial, statistical, and numerical data to maintain accounting records and for statistical studies. The work requires knowledge of bookkeeping principles used to classify, record, and summarize numerical data and in making computations to compile and keep financial records. Minimum Qualifications Two years of experience calculating, recording, and maintaining accounting information, including coding transactions, checking for propriety, balancing and resolving discrepancies in computer edits; or One year of experience plus at least 43 quarter (29 semester) credit hours from an accredited college, university, or vocational-technical school, including 9 quarter (6 semester) credit hours in accounting (introductory level). Successful completion of the State of Oregon Accounting Career Mobility Program or equivalent accounting certificate program; or At least 94 quarter (62 semester) credit hours or an associate degree from an accredited institution, including 12 quarter (8 semester) credit hours in accounting (introductory level). Must be prepared to present transcripts if offered the position. Essential Attributes Demonstrate initiative – assess situations and act without direction. Proficiency in MS Excel – functions such as SUM, AVERAGE, COUNT, basic formatting, simple formulas, pivot tables, basic macros. Communication – skill in verbal and written communication with diverse groups. Reliability – dependability in completing tasks. Workload management – assess workload demands, allocate assignments, adjust priorities to meet team objectives. Working Conditions This is a non‑supervisory position in a typical office environment with normal office hours. Hybrid work may be possible. During the training period, the employee may be required to work in the Portland office five days per week. The main office for this position is located at the headquarters building in Portland. Reporting to a local district office may be required for training, business or operational needs that require on‑site activities. Background Checks and Requirements A valid driver’s license and acceptable driving record are required. A criminal history and background check will be conducted for finalists. A disqualifying criminal history may result in disqualification. The position does not offer visa sponsorship. Within three days of hire, the employee must complete the US Department of Homeland Security I‑9 form to confirm authorization to work in the United States. ODHS will use E‑Verify to confirm eligibility. Benefits Cost of Living Adjustments. Annual salary increases until reaching the top of the listed salary range.
