Program Manager – Waterbury Reentry Welcome Center, Waterbury, CT Job Title: Program Manager: Waterbury Reentry Welcome Center, Waterbury, CT Salary: $75,000 Agency Description: Community Partners in Action (CPA) is a nonprofit organization that supports adults and youth in Connecticut in transition from the criminal justice system to community life. CPA serves over 4,000 participants annually through reentry, housing, youth initiatives, prison arts, and holistic alternatives to incarceration. Position Requirements: The Program Manager reports to the Program Operations Director for Reentry Services and is responsible for overseeing and implementing all WRWC services and staffing, ensuring compliance with agency and contractual requirements. The role also provides direct oversight for the Pathway Home CT program, supervising five case managers across the state. The Program Manager will set program tone, coordinate and collaborate with management teams, manage complex decisions, build credible relationships, and multi‑task. They will ensure a strengths‑based culture, meet participant outcomes, and position the program for success. Bachelor’s degree, preferably in Social Science, and at least three years supervisory experience in Criminal Justice or Social Work. Equivalent experience may be considered. Experience working with criminal justice populations and performance‑based contracting. Exceptional time management, communication skills, and knowledge of the court system, reentry services, and community providers in the Greater Waterbury community. Knowledge of crisis intervention, trauma‑informed care, evidence‑based practices, and gender‑responsive principles. Strong leadership, decision‑making, interpersonal and organizational skills. Ability to collaborate with state agencies, community service providers, churches, civic groups, and funding sources. Efficient data management and critical analysis. Candidate should be in recovery for at least five years and/or formerly incarcerated, with no criminal justice involvement for at least three years if formerly incarcerated. Valid driver’s license and reliable transportation. Bi‑lingual (English/Spanish) preferred. Key Responsibilities Commit to the agency mission and program goals. Promote a culture of respect, empathy, mutual support, and belonging, working to eliminate unconscious bias or discrimination. Oversee direction and management of program activities and staff, ensuring fidelity of program model. Work in collaboration with Pathway Home CT lead partner, Career Resources, Inc. Lead and facilitate regular team meetings with staff. Conduct formal monthly 1x1 supervision with all program staff. Participate in the development of resources and staff to support the program and CPA’s cultural responsiveness and multi‑lingual capacity. Ensure program compliance with agency and contractual requirements. Conduct file reviews consistent with program, agency, and funder guidelines. Ensure staff are inputting data into designated database timely. Maintain clear and open communication with referral sources and funder network. Maintain open lines of communication with staff and community partners to ensure participants receive optimal services. Prepare and submit all reports in line with program, agency, and funder guidelines. Provide leadership, support and supervision to five Pathway Home CT staff located across the state. Ensure data integrity and timeliness for Pathway Home CT data collection. Manage and maintain fiscal resources with Program Operations Director and Fiscal Office. Oversee use and maintenance of CPA property. Participate in monthly Program Manager Meeting and engage in leadership opportunities. Represent the agency/program at the request of Program Operations Director. Collaborate with Human Resources Director on employment matters, including recruiting, hiring, promotions/transfers, performance management, and terminations. Ensure staff compliance with CPA policies and procedures regarding professional behavior, attendance, attire, etc. Coordinate program fundraising events and research alternative funding resources. Perform other leadership tasks and inter‑agency functions as required.
