Summary The primary purpose of the Financial Specialist position is to provide financial management services to ensure that resources are used wisely and appropriately and with financial efficiency, accountability, and standardization throughout the budgetary process, and work closely with internal and external organizations to successfully plan and sustain program requirements, and implement and utilize sound financial management practices. Responsibilities This FINANCIAL SPECIALIST position is located in the Chief Finance Office/ Resource Execution Division/ Law Enforcement Branch , Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Serving as the subject matter expert in matters relating to the development of broad program office-wide budgetary plans, policies, procedures, and systems. Providing expert advice and recommendations for budgetary and program actions and advising management on most advantageous courses of action. Monitors the TSA budget through the review of financial documents, examination of accounting records and information provided by managers. Conducting research, identifying and analyzing trends in current and future funding positions and recommending adjustments in end of year spending. Assessing and recommending strategies for presentation/justification, and defense of budgets to higher levels of budgetary review. Managing and overseeing the fiscal year budget preparations and implementations; preparing annual operating plans; and recurring reports for submission to DHS, OMB, and Congress. Utilizing concepts, principles, laws, and regulations governing the application and allocation of funds to evaluate the integration of all phases of the budgetary process; applying budgetary techniques and analytical methods (e.g., cost-benefit analysis, program evaluation, and life cycle management) to prepare analyses and make recommendations to existing budgetary programs. Identifying, researching, evaluating and recommending options on proposals for solutions to difficult financial and budgetary problems and assisting in the preparation of one or more of the Division's budget submissions. Requirements Conditions of Employment You must possess U.S. Citizenship or be a U.S. National. You must have reached the minimum age (18) at the time of application. Qualifications To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Utilizing automated financial databases and spreadsheet software to enhance the collection, storage, and reporting of financial data; and Providing recommendations to leadership to enhance financial practices and policies; and Formulating and monitoring execution of budget forecasts and plans. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.
