Director of HEP ( Bilingual )

JOB SUMMARY

The Bilingual Director of the High School Equivalency Program (HEP) provides leadership, management, and oversight for a federally funded program that supports eligible migrant and seasonal farmworkers and their immediate family members in obtaining a high school equivalency credential, such as the GED.

The Director ensures that participants receive academic instruction, support services, and career transition guidance that lead to high school equivalency completion and successful transition to postsecondary education, employment, or workforce training. This position plays a critical role in developing partnerships and expanding educational access for underserved communities.

The Director reports to the Vice President of External Affairs and works collaboratively with college leadership, faculty, staff, and community partners to achieve program goals and ensure compliance with federal grant requirements.

 

 

Examples of Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES

Program Leadership and Administration

  • Provide strategic leadership and day-to-day management of the High School Equivalency Program.
  • Develop and implement program goals, objectives, and annual work plans aligned with federal grant requirements.
  • Ensure compliance with regulations established by the U.S. Department of Education and institutional policies.
  • Monitor program performance metrics and ensure progress toward student success and completion goals.
  • Coordinate program operations with college departments and external partners.

Grant Administration and Fiscal Management

  • Administer all aspects of the federal HEP grant, including program planning, implementation, and evaluation.
  • Develop and manage program budgets in collaboration with the Vice President of External Affairs.
  • Prepare required program reports and maintain documentation for grant compliance.
  • Support grant renewal and sustainability efforts.

Staff Supervision and Development

  • Recruit, hire, train, and supervise instructional and support staff.
  • Provide leadership and professional development opportunities to ensure high-quality service delivery.
  • Conduct staff evaluations and maintain accountability for program outcomes.

Student Recruitment and Support

  • Develop and implement outreach and recruitment strategies to identify eligible migrant and seasonal farmworkers and their families.
  • Oversee student intake, eligibility verification, and enrollment processes.
  • Ensure participants receive academic instruction and support services necessary to obtain a high school equivalency credential.
  • Monitor student progress and implement retention and completion strategies.

Community Outreach and Partnerships

  • Build and maintain partnerships with community organizations, school districts, agricultural employers, workforce agencies, and migrant service providers.
  • Represent the college and program at community events, meetings, and conferences.
  • Promote awareness of the program within regional agricultural and migrant communities.

Data Management and Compliance

  • Maintain accurate program and student data in accordance with federal reporting requirements.
  • Ensure confidentiality and proper management of participant records.
  • Utilize data and assessment results to inform program improvement and strategic planning.

WORKING CONDITIONS

  • Work is primarily performed in an office and educational setting.
  • Some evening and weekend work may be required.
  • Occasional travel for outreach, recruitment, and professional conferences may be necessary.

Knowledge of federal grant administration, regulatory compliance, and performance reporting, particularly in federally funded education or workforce programs.


Communication and Outreach
Strong written and verbal communication skills in English and Spanish with the ability to effectively present information to students, staff, community partners, and funding agencies.

Strategic Thinking and Problem Solving
Ability to identify challenges, develop solutions, and implement strategies that support program sustainability and growth.

 

Qualifications:

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in Education, Adult Education, Public Administration, Social Work, Counseling, or a related field.
  • Bilingual proficiency in English and Spanish (reading, writing, and speaking).
  • Three years of experience in program coordination, administration, or educational program management.
  • Demonstrated experience working with diverse or underserved populations.

PREFERRED QUALIFICATIONS

  • Master’s degree in Education, Educational Leadership, Adult Education, or related field.
  • Experience working with federally funded programs such as the High School Equivalency Program or the College Assistance Migrant Program.
  • Experience with adult basic education or high school equivalency preparation programs.
  • Knowledge of migrant and seasonal farmworker communities and services.
