Job Description - Attorney Manager (Contracts and Special Projects) - Promotional Only (260000IN) Job Description Attorney Manager (Contracts and Special Projects) - Promotional Only - ( 260000IN ) Description Position Grade:226M Department: City Counselor’s Office Job Type: Full-Time (Permanent) Examination Number: EX1729 Location: Downtown - St. Louis, MO Promotional - Open to Permanent City Employees Only This is a management position within the City Counselor’s Office responsible for supervising, planning, organizing, and directing the work of a particular unit. Responsibilities include the management and oversight of attorneys and support staff; drafting and reviewing legal documents; performing complex legal research and providing legal advice and opinions to Directors or Commissioners. Essential Functions and Responsibilities Manages the Contracts and Special Projects Unit within the City Counselor’s Office. Provides legal representation and counsel, primarily on transactional and corporate matters, to the Office of the Mayor, the Board of Aldermen, other elected offices, and City departments, agencies, boards, and commissions. Responds to requests for legal advice in a timely and competent manner in response to inquiries from various City officials, departments, boards, and commissions. Drafts and reviews contracts, leases, ordinances, resolutions, policies, procedures, and other transactional, legislative, and administrative documents in compliance with state, federal, and local laws. Conducts legal research, drafts memorandums of legal research and analysis, prepares for and attends public meetings, reviews and analyzes board bills and other legislation, representing the City at administrative hearings and legal proceedings, and supporting City procurement and contracting procedures. Negotiates contracts and legal documents with outside parties. Manages the contracts of the department with outside counsel and vendors. Performs other management and legal assignments as requested by the City Counselor and a Deputy City Counselor; working independently and exercising sound judgment on a daily basis; and observing confidentiality requirements and professionalism standards. Knowledge, Skills, and Abilities Data Utilization: Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systematize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and overseeing the execution of these decisions. Human Interaction: Requires the ability to apply principles of negotiation within the context of legal guidelines. Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a computer, calculator, copy and fax machines, and/or materials used in performing essential functions. Verbal Aptitude: Requires the ability to utilize reference, descriptive, consulting, design and advisory data and information such as legal briefs and opinions, statutes and ordinances, contracts, and legal research materials. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; calculate percentages and decimals and may use basic algebra. Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions involving planning and directing of interrelated activities or multiple departments. Ability to deal with several concrete and abstract variables in working out approaches to major problems. Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs. Environmental Factors: Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury. Physical Requirements: Tasks require the ability to exert light physical effort in sedentary to light work. Tasks may involve extended periods of visual concentration at a keyboard or workstation. Sensory Requirements: Requires the ability to recognize and identify individual characteristics of colors, shapes, and sounds, associated with job-related objects, materials and tasks. Qualifications Graduation from a school of law approved by the American Bar Association; current membership in the Missouri Bar in good standing or licensure in another state with eligibility for reciprocity in Missouri; plus seven years of legal practice in one of the above areas. Preferences : Previous supervisory/management experience in a legal practice setting. City Residence Preference Points City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
