Associate Vice Chancellor, Design, Construction, and Management

The Office of Facilities Planning, Construction, and Management (FPCM) for The City University of New York (CUNY) is responsible for the University's Capital Program which provides new facilities, renovations, and upgrades to the University's 300 buildings across 26 colleges and professional schools. FPCM's goal is to preserve the University’s campus assets, and when appropriate, expand the University's facilities portfolio, to meet 21st century demands. CUNY is embarked on a multi‑billion dollar and multi‑year capital design and construction program at its 26 campuses. The Associate Vice Chancellor for Design, Construction and Management (AVC) is a key senior leadership position within FPCM and plays a vital role to support the Vice Chancellor for Facilities Planning, Construction and Management (VC) in the successful implementation of this program. The AVC has primary responsibility for the implementation of capital funded construction projects including the design and construction of new buildings, renovation, infrastructure, energy performance, repair, and capital maintenance projects at CUNY campuses. As a strategic thinker with proven and demonstrated leadership, the AVC will work with the VC to lead and direct the Design, Construction and Management (DDCM) team to deliver Design and Construction excellence on time and on budget for university owned and leased facilities. The AVC will also work with the VC to coordinate the work of their team with the Space Planning, Real Estate Transactions, Financial Management and Administration, Sustainability and Energy Conservation teams within FPCM. Key Responsibilities Provides coordination and administrative oversight for planning, design and construction of new buildings, additions/modifications to existing buildings, and associated backbone infrastructure in support of the mission of the University. Leads a team consisting of a Deputy Executive Director, Architects, Engineers, Assistant Directors and Project Managers. Leads the design process and manages outside consultants and external contractors as well as Construction Managers. Administers the capital design and construction process for all campuses and central offices and works with campus units from project initiation through project completion. Establishes policies and procedures related to project definition, planning, budgeting, and delivery methodologies; develops best practices for project execution and management. Establishes processes for the team to manage changes in project scope, identifies potential crises, and devises contingency plans. Oversees the management and renewal of all requirements contracts and Architects, Engineers and construction contractors. Works with the procurement team on task orders of construction services from Architects, Engineers, Construction Managers and contractors. Develops capital improvement priorities and contributes to preparation of the capital budget. Drafts and submits budget proposals and recommends subsequent budget changes. Supports the VC in the preparation of draft resolutions and presentations to the CUNY Board Committee on Facilities as well as the City University Construction Fund Board. Provides guidance and input on the development and use of capital delivery support systems, including PMWEB and Archibus. Monitors and reviews all federal, state, and University rules and regulations affecting design and construction. Oversees the execution of all Capital Projects to ensure completion on time and on budget with the expected quality. Improves the annual completion rates for capital programs. Improves the in-house capabilities of completing construction projects. Works with the DASNY team to enhance project delivery. Leads the in-house team to ensure turnkey delivery of all CUNY‑managed design and construction projects from inception through completion. This includes conventional and CM at‑risk projects. Leads contract negotiations and resolves disputes with vendors for the best interest of the university.
QUALIFICATIONS
Minimum: This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a bachelor's degree and eight years' related experience. Preferred Experience must include delegating and supervising the work of design, engineering, project management and support staff, and work with academic individuals and groups on a variety of issues. Strong strategic planning expertise to align team processes with University goals and objectives. Must have working knowledge of applicable University space standards and management tools, and prior experience with development of capital budgets for a large institution. Experience with project management methodologies, planning, cost control, construction economics, cost lifecycle analyses and financial management. Knowledgeable of capital and operating budgets. Change agent with demonstrated ability to dive into and influence position change and desired project outcomes. Experience handling numerous issues simultaneously while meeting required deadlines. Exceptional interpersonal skills and the ability to maintain working relationships with staff, partner agencies, colleges and all other internal and external partners with the utmost professionalism. Strong business acumen, collaborative leadership, and organization and communication competencies with excellent problem‑solving skills. Strategic thinker with demonstrated ability to understand complex problems with multifaceted aspects; skillful at negotiating and bringing consensus for solving issues. High level of accountability and commitment. Proficient in technology systems.COMPENSATION AND BENEFITS
The salary range is $210,000 - $219,300 , commensurate with credentials, education, and experience.
