DescriptionThe System Director is responsible for the development, implementation, and management of the Health System’s comprehensive emergency management education, training, and exercise programs. The System Director oversees workforce education initiatives, training programs, and exercises designed to enhance organizational preparedness, readiness, and resilience while ensuring compliance with applicable regulatory, accreditation, and industry standards. These programs are guided by the Health System’s Threat and Hazard Identification and Risk Assessment (THIRA), After Action Reports (AARs), and Improvement Plans (IPs), as well as organizational leadership priorities for emergency preparedness and response readiness.The System Director supports System and Site-based Emergency Managers, as needed, in delivering all-hazards and hazard-specific training, education and exercises designed to strengthen preparedness, response, mitigation and recovery capabilities. The System Director will be prepared to cross-cover, as indicated/required, for site System Director vacancies if/when they occur and as needed.The System Director demonstrates confidence in representing the MSHS Emergency Management program professionally to internal executive leadership, external agencies, and at conferences. In support of the MSHS Emergency Management Program, the System Director will participate in, coordinate, strategize and/or lead large and/or complex education and training projects requiring planning, strategy, innovation, development, regulatory readiness and data analysis to support and enhance overall system preparedness; thus, minimizing the risk of disruption to MSHS operations while ensuring compliance with all applicable regulations. Projects may be identified by the incumbent, the MSHS leadership or through collaboration between Emergency Management and other departments. The System Director is responsible for providing development, leadership, direction, management, and administration of training, education and exercise materials, communications, after action process and services to ensure accomplishment of objectives under the direction of the System Vice President of the MSHS Management.• Core Function #1: Responsible to the System Vice President of the MSHS Management Department. The System Director will ensure that training, education, and exercise activities are performed in alignment with the MSHS’s Emergency Management Vision and Strategic Plan.• Core Function #2: Assure compliance and preparedness for all training and educational requirements of all regulatory entities engaged with the Mount Sinai Health System.• Core Function #3: Under the direction of the MSHS Vice President of Emergency Management, the System Director will undertake initiatives that provide the organization with the knowledge and expertise to plan for, respond to, recover from and mitigate against hazards and threats that could impact operations thereby assisting in the reduction of operational disruption. Secondary Function #1: Prepared to support the System and Site Emergency Mangers in delivering/conducting training, education, and exercises.Secondary Function #2:Prepared to support the System and Site Emergency Managers in response, including but not limited to:Emergency Operations Center activation,Operations during adverse events,Liaise with internal and external stakeholders related to incident response coordination.The System Director may need to work nights, weekends, and holidays with little or no notice.This position is an independent role with self-administration and management with site and system engagement and support as/when indicated and required.Duties and ResponsibilitiesStrategize, develop, enhance, and execute MSHS’s Emergency Management Educational Curriculum [the Curriculum] to promote preparedness using available internal and external resources. The Curriculum herein is understood to include emergency management training, education and exercising.Develop, design, conduct, and evaluate exercises in accordance with Homeland Security Exercise and Evaluation Program (HSEEP) methodology.Collaborate with the System Senior Director of Emergency Management Planning and Development to ensure the Curriculum and all related materials align with applicable standards, plans, policies, and procedures.Collaborate with the Senior Director of Emergency Management to assist in the development and implementation of initiatives that support overall Emergency Management operations and align with budget goals. Collaborate, and lead as needed, with key, multi-disciplinary, stakeholders to ensure the Curriculum aligns with department-level operations.Identify and develop workgroups needed to develop and deliver the Curriculum.Provide oversight and technical expertise to the MSHS regarding regulations and accreditation standards relevant to the Curriculum.Participate in and provide expertise at TJC and other relevant regulatory agency site surveys, as required.Organize, develop, and present the Curriculum to internal and external stakeholders.Develop and deliver executive and leadership-level emergency preparedness training programs to strengthen incident management and decision-making capabilities.Assesses need for emergency management training, education and exercises relevant to organizational strategic goals, as outlined in MSHS’s Threat and Hazard Identification and Risk Assessment (THIRA), as well as other relevant studies and leadership directives.Develop innovative programs and approaches, as needed.Establish and monitor performance metrics to evaluate and drive continuous improvement of the Curriculum.Develop and maintain training records, collect data, prepare reports, and analyze statistics for presentation to leadership. Develop, track, and report corrective actions identified through exercises, real-world events, After Action Reports.Develop and manage the tools needed to deliver and assess the Curriculum and all its components.Develop, maintain, and enhance a multi-year Curriculum.Represent the MSHS Emergency Management, as needed, to federal, state, and local agencies. Maintain professional affiliations and enhance professional development to keep pace with healthcare Emergency Management and other relevant healthcare trends.Collaborate with key stakeholders to develop, write, submit, and manage grants and/or grant deliverables.Maintain strict confidentiality.Other Emergency Management duties as assigned.ResponsibilitiesThe System Director supports System and Site-based Emergency Managers, as needed, in delivering all-hazards and hazard-specific training, education and exercises designed to strengthen preparedness, response, mitigation and recovery capabilities. The System Director will be prepared to cross-cover, as indicated/required, for site System Director vacancies if/when they occur and as neededQualificationsEducation RequirementsBachelors Degree required, Graduate degree in Emergency Management or Healthcare Administration preferred. Experience Requirements10 years, minimum, experience in healthcare Emergency Management or health care as well as experience in adult higher education.An appropriate combination of applied experience in local, state, federal, or private emergency management programs. Education alone will not adequately substitute for real world, applied experience. Recognized experience and demonstrated success working in a large, highly complex organizational structure with a commitment to diversity. Experience leading teams to provide successful training and exercises within healthcare systems or other complex organizations. Strong technical and quantitative aptitude with the ability to manage operational risk.Knowledge of principles and techniques of emergency preparedness training and exercises.Strong instructional design and adult learning skills.Experience designing and evaluating emergency exercises.Knowledge of learning management systems and ability to leverage technology for training.Knowledge of methods and techniques of research and statistical analysis.Licensing and Certification Requirements FEMA Master Exercise Practitioner.Certified Business Continuity Professional (CBCP) or equivalent is preferred.
