Human Resources Business Partner (Confidential) Salary: $88,701.00 - $121,398.00 Annually Job Type: Classified Staff Job Number: 062626-R2 Closing: 7/20/2026 11:59 PM Pacific Location: Santa Barbara, CA Department: Human Resources Operations Basic Functions Act as a key strategic partner to leadership, understanding college goals and aligning HR initiatives to support and drive these objectives. Collaborate with leaders to design and implement workforce strategies that ensure the right talent is in place to meet business demands. Participate in the development of the college's plans and programs as a strategic partner, particularly from the perspective of the impact on people. As directed by and in collaboration with HR leadership, perform a variety of technical duties in support of new and returning employees in HR operations and activities; process new employees; provide information and assistance to employees, job applicants and the general public regarding personnel functions, policies and procedures; prepare and maintain a variety of automated personnel files, records and reports. Representative Duties Essential Duties Perform technical duties in support of new and returning employees with pre‑hire and onboarding; resolve personnel‑related issues with discretion and confidentiality. Collaborate with and advise management on recruitment and onboarding strategies to ensure equitable hiring practices; work with HR operations staff to align new employee onboarding with institutional culture and compliance requirements; support succession and workforce planning efforts. Ensure compliance with all federal, state, and local employment laws, regulations, and company policies. Escalate issues and conflicts to appropriate administrators relating to employee grievances and employee relations concerns. Participate in new hire orientation and processing according to established procedures; arrange clearance on fingerprints, monitor compliance with TB test requirements, forward new employee information to payroll and other departments; prepare and submit related agenda items for Board authorization. Verify employee information in HRIS systems; maintain employee records and files; generate requested reports; assure data accuracy. Leverage HR metrics and data analytics to identify trends, inform decision‑making, and drive continuous improvement in HR practices. Serve as an informational resource to employees, job applicants, and the general public; respond to inquiries about job openings, qualifications, and personnel policies; assist applicants with required forms and applications. Research, compile, and verify data; compute statistical information for reports; process and evaluate applications and paperwork; ensure accuracy and completeness. Assist in special projects, prepare forms and reports, attend to administrative details, and monitor special matters assigned with the HR team. Prepare confidential information related to employer‑employee relations, including collective bargaining negotiations and employee grievances; assist administrators, faculty, and staff on personnel procedural matters. Receive, sort, and distribute HR‑related mail; compose replies and informational materials; request necessary documents. Establish and maintain personnel files and records; update electronic records; monitor hours and salary steps. Act as a change agent, leading and supporting change‑management processes that drive adoption of new technologies, processes, or cultural shifts. Operate office equipment including calculator, copier, fax, computer, and assigned software. Perform clerical duties such as answering phones, verifying employment, greeting visitors. Collaborate to develop and implement strategies to improve employee engagement and retention. Assist in the development of procedures and enhance workflows with the creation of forms; identify opportunities to improve HR workflows and support system enhancements. Train and provide work direction and guidance to student workers and designated hourly staff. Other Duties Perform related duties as assigned. Education and Experience Any combination equivalent to: Bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field. Five years of increasingly responsible professional HR experience, preferably as an HR Generalist or similar role. Desired Qualifications and Experience: Experience in higher education or the public sector environment. Professional certification such as PHR, SPHR, SHRM‑CP, or SHRM‑SCP. Demonstrated sensitivity to and understanding of diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students, staff, and community. Knowledge and Abilities Knowledge Of Principles and practices of strategic human resources management, including workforce planning, performance management, and organizational design. Strong understanding of Equal Employment Opportunity (EEO) laws, policies, and guidelines. Strategic HR concepts, including organization design and change management. Current laws, codes, regulations, rules, practices, and procedures related to employment of college staff and faculty. State Minimum Qualifications for faculty. College organization, operations, policies, and objectives. Policies and objectives of assigned programs and activities. Applicable local, state, federal laws, codes, regulations, policies, and procedures. Record‑keeping and report preparation techniques. Strong report writing skills and familiarity with research methodologies and basic statistical analysis. Telephone techniques and etiquette. Oral and written communication skills. Interpersonal skills using tact, patience, and courtesy. Operation of a computer and assigned software. Expertise in effective recruitment advertising techniques. Ability to build strong relationships and influence outcomes at all organizational levels. Ability to manage multiple priorities, work independently, and handle sensitive information with discretion. Expertise working in a fast‑paced, dynamic environment, with a demonstrated ability to adapt to change. Ability To Build and sustain effective partnerships with managers, employees, and HR colleagues. Analyze complex situations and develop data‑informed recommendations. De‑escalate and resolve conflicts in a professional or educational setting. Facilitate and support change across functional areas. Assure compliance with State Minimum Qualifications for full‑time and part‑time faculty. Interpret, apply, explain, and assure compliance with laws, codes, regulations, rules, practices, policies, and procedures related to different classifications. Compose correspondence and written materials independently. Understand and follow oral and written instructions. Operate office equipment including a computer and assigned software. Collaborate with various community groups in a tactful and effective manner. Establish and maintain cooperative and effective working relationships with others. Meet schedules and timelines. Complete work with many interruptions. Determine appropriate action within defined guidelines. Make mathematical computations with speed and accuracy.
