REGIONAL PLANNER / EMERGENCY APPOINTMENTS FIRE

Job Summary The Department of Regional Planning is seeking qualified candidates to fill emergency Regional Planner vacancies related to the recent natural disasters, including windstorms and wildfires. Applicants will be hired for an initial period of up to 90 days with an opportunity for permanent appointment upon successful assessment of work performance. Responsibilities Research, write, and engage public discussion regarding the adoption of the County's general plan, area, coastal, community, and neighborhood plan policies, and the Specialized plans and studies such as the County’s Sustainability Plan. Research and draft zoning, subdivision, and other land use regulations. Analyze complex planning problems, prepare population and other planning projections, housing needs, and parking studies. Respond to inquiries from the public on General Plan policy, and subdivision and zoning regulations. Process applications for subdivisions, zone changes, variances, and conditional use permits. Evaluate applications for consistency with General Plan policy and compliance with zoning and subdivision regulations. Conduct field inspections, prepare staff reports and public notices, coordinate with other public agencies, and follow all necessary procedures for public hearings. Analyze, review, and prepare environmental documents including Initial Studies, Negative Declarations, and both the draft and final versions of the Environmental Impact Reports in compliance with CEQA. Explain County and State environmental regulations to the general public and project applicants. Investigate and analyze property ownership, recorded property ownership, and zoning histories; gather and consolidate data to assist in the development of written staff reports. Investigate zoning violations, discuss alleged violations with property owners, community groups, and enforcement agencies, and may make court appearances. Prepare and make oral presentations on planning development applications, zoning, and other planning-related information to the Regional Planning Commission and stakeholders. Prepare graphics, exhibits, maps, and audiovisual illustrations to present findings and critical issues of planning studies. Use computer programs or planning applications to accept applications, process fees, and prepare reports, maps, spreadsheets, databases, and graphics. Work collaboratively with other Sections and Divisions within Regional Planning, other County departments, and public and private organizations to coordinate project activities and resolve related planning matters. Fire Recovery Assistance Duties Serve as the primary point of contact by staffing the public counter, hotline, and email for fire survivors regarding rebuilding procedures. Operate/coordinate unmanned aircraft systems (drones) to support post‑fire damage assessment and data collection. Collaborate with community leaders to guide property owners through the rebuilding process. Conduct on‑site evaluations to determine feasibility of rebuilding on damaged properties. Facilitate public workshops to assist survivors with rebuilding application submittals. Identify and enforce unpermitted land use activities during the rebuilding phase. Investigate complaints related to unpermitted debris removal and construction, ensuring enforcement actions are taken. Develop and implement enforcement protocols with regulatory agencies. Prepare and submit state and federal grant applications for fire recovery funding. Research and analyze property ownership, recorded documents, and zoning histories to support rebuilding eligibility. Prepare visual materials—maps, graphics, exhibits—to communicate findings to decision‑making bodies. Use digital planning tools to accept applications, review fee waiver requests, and generate reports and visual updates on rebuilding progress. Collaborate with other Regional Planning sections, County departments, and stakeholders to coordinate projects and resolve issues. Minimum Requirements Option I: A bachelor’s degree in Urban or Regional Planning from an accredited four‑year college or university. Option II: A bachelor’s degree with specialization in Environmental Studies, Geography, Urban Studies, Public Administration, Public Policy, Landscape Architecture, Architecture, or Urban Design, and 15 semester (or 22.5 quarter) units of upper‑division courses in Urban or Regional Planning, Cartography, Urban Geography, and/or Environmental Planning. Option III: A bachelor’s degree and one year of urban or regional planning experience. License & Physical Class A valid California Class C driver license (or alternative transportation method) is required for job‑related essential functions. Physical class: Light (administrative/clerical, light lifting up to 10 lb). Assessment & Appointment Initial 90‑day appointment will be assessed on work performance, weighted 100%. Successful candidates will be considered for permanent appointment.
