Title: Senior Vice President Housing Choice Voucher Program Department: Housing Choice Reports to: Chief Operating Officer Pay Grade: U Target Salary: $180,100 (Compensation is negotiable based on experience, skills and qualifications) The Senior Vice President, Housing Choice Voucher Program is responsible for leading and directing the day-to-day administration of Atlanta Housing’s Housing Choice Voucher Program (HCVP) as it serves some 26,000+ low- and moderate income families. The Senior Vice President leads the daily administration of Atlanta Housing’s program, which serves more than 26,000 low‑ and moderate‑income families. This role provides strategic, accountable, and compassionate leadership across all HCVP operations, including waiting list management, voucher processing and recertification, program compliance, landlord recruitment, and education for internal and external stakeholders. The SVP ensures transparent, competitive, and integrity‑driven practices that strengthen HCVP as a vital public‑private resource for families. The position oversees a team of 100+ professionals and requires both strategic leadership and hands‑on execution. The Senior Vice President reports directly to the Chief Operating Officer. Essential Duties and Responsibilities Oversees and manages Atlanta Housing’s HCVP, along with related functions and responsibilities that enable programmatic success and fulfillment of Atlanta Housing’s mission and strategic goals. Provides leadership and inspiration to the HCVP department to optimize and leverage opportunities for collaborative operational efficiencies culminating in excellent customer service, optimal customer responsiveness and attainment of desired voucher utilization levels. Develops vision for HCVP, articulates department’s objectives and sets realistic priorities for long/short range planning and execution. Hires and supervises functional area directors/managers and develops a diverse and competent team, organizes a motivated team to excel and instills a high level of accountability in the execution of HCVP operations and initiatives. Leads, coordinates, manages and facilitates the strategic direction, design, development, implementation and coordination of all HCVP departmental operations and activities efficiently and effectively within appropriate policy guidelines, with an emphasis on consummate customer service and customer responsiveness. This includes, but is not limited to: (i) development, and execution of all phases of the voucher issuance, leasing, recertification and termination of assistance processes; (ii) enhancement of Department and individual team policy and procedures; (iii) completion of special projects/initiatives; (iv) systems and quality assurance activities that facilitate the timely and U.S. Department of Housing and Urban Development (“HUD”) execution of voucher-related activities; (v) internal/external marketing, training, technical assistance of the Department’s activities and services; (vi) facilitation of emergency or voucher activities as Atlanta Housing, or its subsidiaries, may require from time to time; (x) analysis, tracking and reporting of leasing and rental trends and participant and landlord performance on a regular basis to demonstrate progress against strategic objectives. Diagnoses and evaluates problems accurately and executes potential solutions strategically, tactically and utilizes a timely systematic problem-solving process. Oversees the procurement and solicitation process of services required to support the HCVP, including development and presentation of resolutions for approval to the Atlanta Housing Board of Commissioners. Supports HCVP and corporate financial management through department budget management, landlord payments, periodic budget/cost analysis, accounts receivable/payable, and monitoring to ensure meeting timely financial execution and appropriate reporting to executive management. Collaborates, builds and maintains solid relationships at the executive, supervisory and staff levels and serves as a key resource for technical or general business expertise and advice y to facilitate the smooth, timely, and regulatorily compliant execution of the HCVP. Advise executive and senior leadership on matters that impact the Atlanta Housing’s HCVP program and ability to provide housing assistance to low income families with recommendations regarding appropriate responsive actions. Maintain an up-to-date knowledge of local, State and Federal regulations and requirements related to HCVP activities. Represents AH in the community in positively promoting the HCVP and addressing community issues related to the HCVP. Performs other related and/or assigned tasks as required. Knowledge & Skill Requirements Ability to effectively lead, manage and evaluate an experienced and diverse team. Strong managerial experience coordinating activities across multiple units and departments including the demonstrated ability to: (i) assess, plan, coordinate, supervise, and lead the work of staff from multiple areas, and (ii) effectively employ problem-solving and conflict resolution techniques as they relate to staff, program participants, landlords and other internal/external customers. Exceptional verbal and written communication skills, with the ability to read, interpret and develop strategic initiatives and necessary departmental policies, procedures and documents. Ability to manage systemic and extremely complex projects in a time-sensitive environment using strong analytical skills and abilities with attention to consummate customer service and customer responsiveness. Demonstrated organization and administrative skills including the ability to plan, organize and juggle multiple demands to meet established goals and deadlines. Knowledge of the principles of financial planning and budgeting. Ability to accurately prepare and present a variety of comprehensive reports, studies and proposals, including reports to the Board of Commissioners, and to attend and present information at meetings with Atlanta Housing staff and other professional organizations and community groups as required. Applied continuous improvement methodologies to identify and implement opportunities for enhancing business processes, improving program outcomes, and increasing employee satisfaction. Demonstrated ability to work in a collaborative manner with colleagues, internal clients, partners, vendors and stakeholders. Excellent interpersonal skills with the demonstrated capability of developing and maintaining internal and external positive and professional relationships. Superior judgment, tact, diplomacy, reasoning and analytical abilities required. Must be able to function in an environment of multiple and shifting priorities. Demonstrated proficiency of current office technology used on-the-job to include Microsoft Office Suite and proprietary software (proficiency in Yardi software platform is a plus) and demonstrated use of such technology/applications on a regular basis. Excellent research and analytical skills and experience in various phases of the acquisition and management processes. Education / Experience Education: Master’s degree from an accredited college or university required in Public or Business Administration, Management, Social Services, Finance, Urban Studies, Urban Planning, or related field. An equivalent combination of education, training and experience that provides the required knowledge and abilities may be substituted for a portion of the education. Experience: At least ten (10) years of progressively responsible experience, four (4) years of which must have included responsibility for directing a major program or operational unit, including direct supervision and oversight of managers, or equivalent combination of education and/or experience required. Experience in public, multi-family and/or assisted housing preferred. Management Skills: Strong management skills, interpersonal skills, commitment to and delivery of excellent customer responsiveness, creativity, organizational skills and demonstrated proficiency and use of software application(s). HCVP Experience: Experience administering a variety of HCVP programs in an efficient manner including developing new programs, policies and procedures, long and short-range plans, setting priorities, meeting work schedules and utilizing performance metrics and efficiency ratios typically used in production-oriented environments. Certifications: Some formal certifications will be required for the job and must be completed within 6-12 months of date of hire; these may include but are not limited to: Section 8 Specialist; Section 8 Financial Management; Rent Calculation, etc. Other job-relevant certifications, affiliations and memberships a plus – these may include certifications from PMI, AMA, etc. Contract Management: Familiarity with contract management methods and logistics, as well as intimate familiarity with Section 8 housing and U.S. Department of Housing Urban Development (“HUD”) policies/procedures and possess extensive knowledge of federal, state, and city agency laws, codes, rules, regulations, policies, handbooks and procedures relating to and impacting the HCVP. Presentation Skills: Excellent presentation and communication skills are required to respond to questions and concerns from Business Unit members, vendors, other business units, participants and other stakeholders. Leadership: Ability to lead and motivate teams, inspire confidence, and foster a positive work environment. Experience in managing people and guiding them towards common goals. Communication: Excellent verbal and written communication skills are essential for effectively conveying complex ideas, building relationships, and representing Atlanta Housing’s interests to various stakeholders. Strategic Thinking: Strong strategic thinking and analytical skills are necessary to understand organizational challenges, identify opportunities, and develop actionable plans to achieve short-term and long-term objectives. Problem-Solving: Proven ability to analyze problems, generate creative solutions, and make sound decisions under pressure. The Senior Vice President, HCVP should be adept at anticipating challenges and implementing effective solutions. Project Management: Experience in project management, including planning, execution, and monitoring of initiatives. Highly organized, detail-oriented, and capable of managing multiple projects simultaneously. Interpersonal Skills: Ability to build and maintain relationships with internal and external stakeholders, including senior leaders, staff members, clients, and partners. The Senior Vice President, HCVP should be diplomatic, approachable, possess superior judgment and tact and adept at conflict resolution. Adaptability: Flexibility and adaptability are crucial in a dynamic and fast-paced environment. The Senior Vice President, HCVP should be able to quickly adjust to changing priorities, navigate challenges, and thrive in uncertain situations or in an environment of multiple and shifting priorities. Ethical Integrity: High ethical standards and integrity are essential for maintaining trust and credibility in this role. The Senior Vice President, HCVP adhere to the highest standards of professional conduct and act with honesty and transparency. Working Conditions: Works in an office environment. May require frequent bending, stooping, reaching and prolonged sitting and/or standing, extensive research, reading, and lifting of files usually no exceeding 15 pounds. Frequent local travel may be required which necessitates a valid State of Georgia driver’s license and be fully insurable for the purpose of obtaining clearance on company “Authorized Drivers List.” President and Chief Executive Officer Terri M.
