EEO Complaint Specialist - Office of Civil Rights

Summary This position is located in the General Services Administration (GSA), Office of Civil Rights (OCR), Complaint Processing Branch (CPB). The incumbent serves as an Equal Employment Opportunity (EEO) Specialist responsible for managing discrimination complaints from initial intake through final resolution, including counseling, acceptance/dismissal determinations, and oversight of contract investigations. Duties Conducts initial intake and counseling for complex discrimination complaints involving multiple bases, systemic issues, or senior‑level officials, applying a broad range of fact‑finding and analytical techniques. Processes formal complaints of discrimination, including acceptance/dismissal determinations, amendments to investigations, approval of investigative plans, legal sufficiency reviews of investigative reports, and preparation of less complex final orders. Designs, develops, and conducts specialized briefings, orientations, and training for managers, supervisors, and employees on EEO complaint processes and procedures. Provides timely responses to requests for data or other information from the Office of General Counsel and contract EEO investigators. Serves as a consultant and advisor to OCR and GSA staff and management officials regarding investigations, affidavits, and hearings. Requirements US Citizenship or National (Residents of American Samoa and Swains Island) Meet all eligibility criteria within 30 days of the closing date Meet time‑in‑grade within 30 days of the closing date, if applicable Register with Selective Service if you are a male born after 12/31/1959 Conditions if Selected Current or former political appointees must disclose to the HR Office; failure may result in disciplinary action. Serve a one‑year probationary period, if required. Undergo and pass a Tier 2 background investigation. Have identity and work status eligibility verified if not a GSA employee via e‑Verify; discrepancies must be resolved. If you have volunteered through a National Service program (e.g., Peace Corps, AmeriCorps), we encourage you to include this experience on your resume. The GS‑13 salary range starts at $108,173.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the selected grade. Locality pay will be determined upon selection. To qualify, you must have at least one year of specialized experience equivalent to the GS‑12 level or higher in federal service. Specialized experience includes conducting EEO complaint processing activities—pre‑complaint counseling, fact finding, and providing technical advice—processing formal EEO complaints, reviewing investigative plans and reports for regulatory compliance, developing and delivering training on complaint processes and procedures, and preparing recommendations to support complaint processing activities.
