Institutional Review & Complaint Resolution Specialist GS-1101-12 (Direct Hire) Open-Continuous

Summary Positions are located in the U.S. Department of Education (ED) Office of Federal Student Aid (FSA). FSA administers Title IV financial aid programs that fund principles and student loans beyond high school, under the Higher Education Act of 1965. Duties Institutional Review Specialist (GS‑1101‑12) Make findings of noncompliance, assess liabilities, and recommend improvements to the administration of Title IV programs. Evaluate schools’ applications for Title IV participation—including initial, reinstatement, renewal certifications, or reporting changes to institution scope, locations, and other information—and determine their ability to administer federal student aid. Recommend and initiate action to transfer an institution to heightened cash monitoring or reimbursement method of payment. Prepare written reports to schools, servicers, and Department of Education officials documenting, justifying, and supporting assessed liabilities and disclosing all non‑compliance areas. Complaint Resolution Specialist (GS‑1101‑12) Receive, review, and respond to student/borrower Title IV complaints concerning schools, loan servicers, lenders, guaranty agencies, and other participants. Review workload data and reports to identify trends, make recommendations for resolution, and develop strategies for complex cases. Research case files, databases, and tracking systems to gather relevant information for complaint resolution. Respond to complaints, document case actions and resolutions, maintain records, and prepare complaint activity reports. Requirements Male applicants 18 and over must be registered with the Selective Service. Relocation will not be paid. Must be a U.S. citizen. Must complete a Background Investigation and Fingerprint check. May be subject to a one‑year probationary period. Specialized Experience for GS‑12 One year of experience in federal or non‑federal service equivalent to at least a GS‑11 performing any two of the following: Analyze financial or accounting principles, theories, and practices to determine financial stability or risk mitigation. Analyze internal controls, computer systems, regulations, or other material to determine if Title IV funds are safeguarded per federal regulations. Interpret and apply Title IV regulations, federal student aid policies, and procedures in higher education or related regulated environments. Knowledge, Skills, and Abilities (KSAs) Knowledge of analytical and evaluative methodology to obtain relevant information and assess compliance with federal law and regulations. Skill to gather, compile, validate, and refine data; recognize significance; and correlate with other data to identify and assess disparities. Knowledge of financial management, accounting controls, and information technology sufficient to ensure funds are safeguarded and used for their purpose. Skill in written and verbal communication to prepare reports, summaries, and findings. Education Education cannot substitute for the experience required at this grade level. Suitability and Investigation: Selected candidates must complete the Declaration for Federal Employment (OF‑306) and a pre‑appointment investigation/background check. How You Will Be Evaluated Applicants will be evaluated based on how well they meet the qualifications and competencies listed. Evaluation will include a review of application materials and, when required, scored competency‑based assessment(s). Non‑supervisory competencies include oral communication, writing, interpersonal skills, problem solving, teamwork, technology orientation, customer service, attention to detail, and self‑management. Further assessment may occur by a Subject Matter Expert panel and, if selected, may lead to a structured interview or written assessment.
