Research and data driven, Goldbelt Professional Services' experts create solutions customized to the client's needs.Summary: The Financial Analyst supports the mission of the Centers for Disease Control and Prevention (CDC), National Center on Birth Defects and Developmental Disabilities (NCBDDD) by providing financial planning, budgeting, analysis, and reporting services that support programs focused on birth defects surveillance, developmental disabilities, maternal and child health, and related public health initiatives. The Financial Analyst develops and monitors budgets, analyzes expenditures, prepares financial forecasts and reports, and provides recommendations to promote the efficient and effective use of federal resources. The Financial Analyst collaborates with CDC program managers, epidemiologists, scientists, contracting officers, and administrative staff to support budget formulation, execution, contract and cooperative agreement financial management, and strategic resource planning. The Financial Analyst ensures compliance with federal financial regulations, CDC policies, and internal controls while supporting financial reporting, audit readiness, and the management of funding across multiple public health projects. Through sound financial analysis and stewardship, the Financial Analyst contributes to NCBDDD's mission by ensuring the effective allocation of resources that support research, surveillance, prevention, and intervention efforts to improve health outcomes for individuals and families affected by birth defects and developmental disabilities.
Responsibilities Essential Job Functions:
- Develop, monitor, and analyze budgets for NCBDDD programs, projects, and initiatives supporting birth defects surveillance, developmental disabilities, maternal and child health, and related public health activities.
- Prepare annual, quarterly, and ad hoc financial reports, budget forecasts, spending plans, and funding analyses to support CDC leadership and program management decision-making.
- Monitor obligations, expenditures, burn rates, and funding balances to ensure appropriate utilization of federal resources and identify potential financial risks or variances.
- Perform financial analyses to evaluate program costs, funding requirements, and resource allocation, providing recommendations to improve financial efficiency and support program objectives.
- Support budget formulation, execution, and reconciliation activities in accordance with CDC, Department of Health and Human Services (HHS), and federal financial management policies and procedures.
- Collaborate with CDC program officials, contracting officers, grants management personnel, project officers, and administrative staff to develop budget estimates, funding justifications, and financial documentation.
- Track financial performance of contracts, cooperative agreements, interagency agreements, and other funding mechanisms supporting NCBDDD public health programs.
- Review financial transactions, invoices, travel authorizations, purchase requests, and supporting documentation for accuracy, completeness, and compliance with applicable federal regulations and agency policies.
- Assist in preparing responses to internal and external financial audits, data calls, budget inquiries, and congressional or departmental reporting requests.
- Maintain financial records, spreadsheets, dashboards, and reporting tools to ensure accurate documentation and timely financial reporting.
- Analyze historical financial data and program spending trends to support strategic planning, forecasting, and budget development for future fiscal years.
- Identify opportunities to improve financial management processes, internal controls, reporting methodologies, and operational efficiencies.
- Coordinate with multidisciplinary teams to ensure financial activities align with program priorities, project milestones, and CDC strategic objectives.
- Ensure compliance with applicable federal appropriations law, Office of Management and Budget (OMB) guidance, HHS regulations, CDC policies, and internal financial controls.
- Develop tracking reports for budget and funding requests based on information received from CDC program staff.
- Support internal compliance processes by maintaining thorough documentation of policies and internal controls.
- Develop standard operating procedures and develop written documentation for extramural funding activities in accordance with applicable statutory and regulatory rules.
- Strong knowledge of financial analysis, budgeting, forecasting, cost analysis, financial reporting, and federal financial management principles, including applicable CDC, HHS, and OMB policies and regulations.
- Proficiency in Microsoft Office Suite, particularly advanced Microsoft Excel, and experience using financial management, accounting, or enterprise resource planning (ERP) systems to analyze and report financial data.
- Excellent analytical, organizational, and problem-solving skills with the ability to interpret complex financial information, manage multiple priorities, and ensure accuracy and compliance with federal financial requirements.
- Strong written, verbal, and interpersonal communication skills with the ability to collaborate effectively with multidisciplinary teams and present financial information to technical, scientific, and executive stakeholders.
- Bachelor's degree in Finance, Accounting, Business Administration, Economics, Public Administration, or a related field from an accredited college or university.
- Minimum of three (3) years of professional experience in financial analysis, budgeting, accounting, financial planning, or a related discipline.
- Experience developing, monitoring, and reconciling budgets, preparing financial reports, and performing expenditure and cost analyses.
- Knowledge of federal financial management principles, budgeting processes, appropriations, and applicable financial regulations.
- Experience supporting federal agencies, preferably the Centers for Disease Control and Prevention (CDC), the Department of Health and Human Services (HHS), or another federal public health organization.
- Experience analyzing financial data and developing forecasts, budget projections, and management reports to support organizational decision-making.
- Proficiency in Microsoft Office Suite, including advanced Microsoft Excel skills (e.g., pivot tables, formulas, data analysis, and financial modeling).
- Experience using financial management, accounting, or enterprise resource planning (ERP) systems to manage budgets and financial data.
- Strong analytical, quantitative, and problem-solving skills with the ability to interpret complex financial information and develop actionable recommendations.
- Excellent written and verbal communication skills, including the ability to prepare financial reports, presentations, and supporting documentation for technical and non-technical audiences.
- Demonstrated ability to manage multiple priorities, meet deadlines, and work independently as well as collaboratively within multidisciplinary teams.
- Knowledge of internal controls, audit readiness, financial compliance, and documentation standards applicable to federal programs.
- Ability to obtain and maintain any required federal background investigation or security clearance necessary to support CDC operations.
- Master's degree in Finance, Accounting, Business Administration (MBA), Public Administration (MPA), Economics, or a related field.
- Minimum of five (5) years of professional experience in financial analysis, budgeting, accounting, financial planning, or a related discipline.
- Professional certification such as Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), Certified Management Accountant (CMA), Project Management Professional (PMP), or equivalent.
- Experience supporting the Centers for Disease Control and Prevention (CDC), the Department of Health and Human Services (HHS), or another federal public health agency.
- Knowledge of CDC and HHS budget formulation, execution, financial reporting, and grants or cooperative agreement management processes.
- Experience supporting financial management for public health, epidemiology, research, surveillance, or scientific programs.
- Proficiency with federal financial management systems and enterprise resource planning (ERP) applications, including systems used for budgeting, accounting, procurement, and financial reporting.
- Experience developing financial dashboards and data visualizations using tools such as Microsoft Power BI, Tableau, or similar business intelligence platforms.
- Advanced proficiency in Microsoft Excel, including financial modeling, complex formulas, pivot tables, Power Query, and data analysis techniques.
- Experience supporting federal contract management, acquisition planning, invoice review, and cost analysis.
- Experience preparing financial reports and responding to audits, budget reviews, data calls, or leadership inquiries.
- Demonstrated ability to communicate financial information effectively to technical, scientific, and executive stakeholders.
- Experience working in multidisciplinary teams supporting public health initiatives, research programs, or scientific organizations.
