Orting, WA The Washington State Department of Veteran Affairs is seeking a Full-Time Permanent Description Compliance Auditor Management Analyst 4 Full- Time, Permanent Orting, WA The Washington State Department of Veteran Affairs is seeking a Full-Time Permanent Compliance Auditor (Management Analyst 4) to join the team at the historic Washington Soldiers Home in Orting, WA. As a key member of the WDVA Compliance Team, the incumbent assists the WDVA Internal Audit & Compliance Manager in establishing and promoting the agency’s compliance framework, including the overall mandate guiding principles, roles and accountabilities for managing, monitoring, and continuously improving WDVA’s culture of compliance and internal controls. Please note: Standard business hours are Monday through Friday, 8:00 am to 5:00 pm. This position may be eligible for hybrid telework based on business needs, as approved by the appointing authority. The position will still require in-person presence. This position has been posted within the assigned pay range through Step L. Step M has not been published as this is considered the longevity step, in alignment with state HR compensation rules. Updated as of July 1, 2025: This position is eligible for "Supplement Basic Shift Premium" for 24/7 Facilities. Employees who are assigned to a facility that provides direct care to residents, patients, and/or clients and whose duties are required to be performed on location will receive an additional one dollar ($1.00) per hour of supplemental basic shift premium for each hour of basic shift premium. This shift premium does not apply to overtime hours. The supplemental basic shift premium shall expire on June 29, 2027. These locations provide Medicare and Medicaid nursing home care to Veterans, including, in some instances, their spouses, widows, or Gold Star Families. The incumbent supports the agency’s responsibilities by evaluating the adequacy and effectiveness of internal controls, governance, risk management, and compliance processes across the agency, and to serve public interest. Duties Some Of What You'll Do Manage audit projects to ensure timely completion of fieldwork, reporting and follow-up activities. Research applicable federal and state laws, regulations, contract terms & conditions, accreditation and performance standards, policies and procedures to develop risk-based audit programs and review tools. Plan and conduct risk-based audits, compliance reviews, and consulting engagements to evaluate governance, risk management, internal controls, operational effectiveness and regulatory compliance. Perform compliance reviews of Medicare, Medicaid, VA Per Diem, and other reimbursement processes, including pre-billing and post-billing reviews (such as Triple Check reviews), to assess billing accuracy, documentation, reimbursement integrity, and compliance with CMS and other regulatory requirements. Identify control weaknesses and compliance risks; develop audit findings and recommend practical corrective action plans and process improvements. Perform peer review on documentation of work to ensure consistent application of audit methodologies and professional standards. Prepare and present audit reports and communicate findings, recommendations and risk assessments to program managers, facility and/or executive management, and the Internal Audit & Compliance Manager. Coordinate with management to develop, implement and monitor plans of corrections that support operational improvements, safeguard agency resources, strengthen agency internal controls, and ensure compliance with applicable laws, regulations and agency policies. Monitor, research and interpret laws, rules and standards imposed by regulatory entities. Provide expert advice and consultation to program managers and internal departments regarding complex, multi-dimensional and/or unprecedented issues having a broad scope and significant impact. Serve as agency representative and resource to senior leaders on long-term care laws, analyze proposed and approved legislation for impact, interpret statutes and rules. Perform proactive intervention and/or provide solutions having significant impact to the agency or precedent setting impact. And much more! Complete Position Description available upon request* Qualifications Required Qualifications: Education in business administration, accounting, healthcare administration, public administration, law, public health, nursing, quality management, or closely related field. AND Three (3) years of professional experience in one or more of the following areas: Compliance Or Auditing Internal or external auditing Compliance Quality assurance or quality improvement (QAPI) Risk management Regulatory affairs Healthcare operations Program evaluation A combination of education and experience may be considered on a year-for-year basis. Experience must be relevant to the position. Experience managing projects, reviews, audits, assessments, or investigations from initiation through completion. Experience researching, interpreting, and applying federal and state laws, regulations, policies, standards, and contractual requirements, including CFR, RCW, WAC, and CMS requirements. Experience preparing written reports, presenting findings and recommendations, and communicating effectively with stakeholders. Demonstrated ability to analyze complex information, identify risks and control weakness, recommend practical solutions, and support implementation of corrections. Proficiency using Microsoft Office suite including Excel, Word and Outlook. Demonstrated ability to maintain confidentiality and exercise sound professional judgment when handling sensitive or confidential information. Must be able to read, write, speak and understand English to facilitate effective performance of job duties. This includes sufficient written and verbal communication in English, to facilitate effective performance of essential functions. Competencies Critical thinking and analytical problem solving. The ability to take action to meet the needs of others. Preferred/Desired Qualifications Experience in healthcare, long-term care, skilled nursing, veterans’ services. Working knowledge of Medicaid, Medicare, VA regulations, CMS Conditions of Participation. Special Requirements Must be able to pass a DSHS BCCU Background Check prior to beginning services and every two (2) years in accordance with WDVA Policy 615.000 Background Checks. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position. Must comply with annual Tuberculin Screening in accordance with DVA policy 670.000 Tuberculosis Testing. Must be able to lift up to 60 lbs. and be capable of reaching a minimum of 36" using proper technique to stock shelves and access supplies. Employee must also be able to push or pull with sufficient strength and walk, sit, and bend in an unrestricted manner during the entire workday. Requires medical evaluation, fit testing, training, and use of respiratory protection as required by the Washington Industrial Safety and Act standards. Must be able to wear a respirator, medical gloves, gowns, eye protection, and other personal protection as required by a job or task. Must maintain regular and reliable attendance and be willing to work as needed. Must successfully complete, within mandated timeframes, employee orientation and all other mandatory annual, in-service, and other required training. Must become familiar and comply with all DVA policies and procedures and Collective Bargaining Agreements as applicable. Must sign the confidentiality statement for all employees. Positions requiring travel must have a valid unrestricted driver's license and must be insured if driving a privately owned vehicle on state business. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full‑time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
