About this Role:
Fiscal Analyst II Wanted! Within the Integrated Systems of Care Division, our Fiscal Support Unit is searching for an individual skilled in processing support and local assistance invoices to ensure accurate and timely payments. The Analyst II will prepare and analyze financial reports that track expenditures and revenue, supporting budget decisions and financial planning. The Analyst II will also monitor contract balances to ensure compliance with fiscal requirements and prevent overspending. Skills in attention to detail, analytical thinking, and effective time management are key for maintaining accurate financial records. Strong written and verbal communication skills are essential for collaborating with internal teams and external partners. This classification was previously known as an Associate Governmental Program Analyst classification and is now referred to as the Analyst II classification, effective January 1, 2026.

Results from the Analyst II Bulletin (EX-4815) or the Analyst II (LEAP) Bulletin (EX-3105) examination currently in progress and will be utilized for filling this/these position(s).

Statement of Qualifications Requirement Section

Applicants must include a Statement of Qualifications (SOQ) for this recruitment. The SOQ is a narrative discussion, not a cover letter, prepared by the applicant describing how their skills, knowledge, abilities, education, training, and experience, qualify them for the position. In the SOQ, provide specific examples of experience processing large volumes of invoices, performing financial reconciliations, and using financial management systems. Explain how these experiences demonstrate qualifications for the position. The SOQ serves as documentation of the applicant’s ability to present information clearly and provide DHCS additional information about their experience and qualifications concisely in writing. The SOQ must be no more than two pages in length, double- spaced and using 12-point font. You must indicate your Full Name and Job Control Number at the top right corner.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

a. Strong knowledge of accounting principles, budget processes, reconciliation methods, GAAP standards, and fiscal management.

b. Advanced analytical, problem-solving, and data-interpretation abilities.

c. Excellent verbal and written communication skills, with the ability to clearly explain fiscal information to leadership and internal and external partners.

d. Ability to work independently, organize assignments, and prioritize multiple complex tasks and competing fiscal priorities.

e. Effective time-management skills, with the ability to manage competing deadlines while maintaining accuracy and attention to detail in a fast-paced environment.

f. Proficiency in Microsoft Excel, including formulas, pivot tables, and data-visualization tools (charts/graphs).

g. Experience using FI$Cal to access, sort, and analyze financial data.

Telework and Salary Information

Telework : This position is currently eligible for telework. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required. Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Personal Leave Program (PLP) 2025 agreement

Salary: Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit.
