Business Intelligence Specialist

Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.


This position is located in Sacramento.


Under the general supervision of the Information Technology Manager I, the Information Technology Specialist I, works independently within the system engineering and software engineering domains. The incumbent serves as a data analytics solutions specialist responsible for leading and delivering solutions based on the California Homelessness Data Integration System (HDIS) platform, HDIS subject matter expert for new projects and initiatives, and managing and coordinating requests for data and information.

This position requires reporting to a Cal ICH office a minimum of four days per week. In limited cases, at the Department's discretion, an employee may be approved to work in a remote centered capacity on a temporary basis until appropriate office- space becomes available. Under California Government Code Section 14200, telework eligible- employees must reside in California. The designated headquarters location will be based on the employee's primary residence and may be updated if Cal ICH criteria are met.

• Advanced SQL and Data Integration Skills
Demonstrated ability to write, optimize, and troubleshoot complex SQL queries and support data extraction, transformation, and validation processes essential to BI solutions.

• Multidimensional Data Modeling and ETL Tool Experience
Hands-on experience with multidimensional data modeling concepts (e.g., star schema, snowflake schema, OLAP structures) and proficiency using ETL/integration tools such as Informatica, SSIS, Talend, Azure Data Factory, or similar platforms for building and maintaining data pipelines.

• Strong Dashboard and Data Visualization Competency
Proven experience designing clear, accurate, and accessible dashboards and reports using BI visualization tools, turning analytical results into meaningful insights for diverse program stakeholders.

• Project Management, Adaptability, and Commitment to High-Quality Deliverables
Strong organizational skills and the ability to manage multiple tasks or projects, adapt to evolving priorities, and consistently meet deadlines while delivering thorough, accurate, and well-documented work products.

• Effective Collaboration with Internal and External Teams
Ability to work closely with cross-functional groups-including program staff, analysts, developers, partners, and vendors-to gather requirements, align priorities, resolve issues, and support shared project objectives.
