Capture Manager – Federal Contracting

Phoenix Data Corporation is seeking a highly experienced Capture Manager to lead the strategic pursuit of federal government opportunities and help position the Company for long-term growth.

The Capture Manager will focus primarily on opportunities before and leading up to solicitation, developing the strategies, relationships, competitive intelligence, teaming arrangements, and customer positioning necessary to create a winning environment before the proposal process begins.

This is a senior-level business development position requiring strong knowledge of the federal contracting marketplace, customer engagement, competitive analysis, and capture strategy.

The ideal candidate understands not only how to respond to an RFP, but how to position Phoenix to win the opportunity before the RFP is released.

Key Responsibilities

• Identify, research, qualify, and prioritize federal opportunities aligned with Phoenix's capabilities and growth strategy.
• Develop and execute capture strategies for priority federal opportunities.
• Conduct customer, mission, procurement, and competitive research.
• Develop customer intelligence and understand agency priorities, pain points, and procurement strategies.
• Identify opportunities where Phoenix can develop a meaningful competitive advantage.
• Develop capture plans, win strategies, competitive assessments, and win themes.
• Lead bid/no-bid and go/no-go assessments.
• Develop and maintain relationships with federal customers and industry stakeholders.
• Identify potential prime contractors, subcontractors, and teaming partners.
• Develop and manage teaming strategies.
• Monitor competitors and identify competitive strengths, weaknesses, and threats.
• Track procurement forecasts, agency spending, contract vehicles, and upcoming opportunities.
• Participate in industry days, conferences, customer meetings, and other federal business development activities.
• Help shape opportunities and influence procurement strategies when appropriate and permitted.
• Work closely with executive leadership to establish pursuit priorities.
• Transition qualified opportunities and capture strategies to the Proposal Manager.
• Support the Proposal Manager with customer intelligence, win themes, competitive information, and capture strategy.
• Conduct post-award and post-loss reviews to identify lessons learned.

Required Qualifications

• 7+ years of experience in federal capture management, business development, government contracting, or a related field.
• Demonstrated experience leading federal capture efforts from opportunity identification through award.
• Proven track record of helping win competitive federal contracts.
• Strong understanding of the federal acquisition process.
• Experience developing capture plans, win strategies, competitive assessments, and teaming strategies.
• Demonstrated ability to develop relationships within the federal contracting marketplace.
• Strong customer engagement and competitive positioning skills.
• Excellent communication, presentation, negotiation, and relationship-building skills.
• Ability to work effectively with executive leadership.

Preferred Qualifications

• Experience with federal IT, professional services, data, cybersecurity, or technology contracts.
• Experience with IDIQ, GWAC, BPA, and task order contracting.
• Existing relationships with federal agencies and/or major federal prime contractors.
• Experience working with both prime contractors and subcontractors.
• Knowledge of FAR/DFARS.
• Experience with SAM.gov, GovWin, Bloomberg Government, Deltek, or similar business development tools.
• APMP, Shipley, or other capture/proposal methodology experience.
• Bachelor's degree in Business, Marketing, Communications, Government Contracting, or a related field.

Federal & Regulated Industry Experience

• Demonstrated experience developing and capturing business within federal government or highly regulated industries.
• Experience navigating complex procurement, regulatory, security, compliance, and contractual environments.
• Existing relationships within federal agencies, defense, aerospace, technology, cybersecurity, or other regulated markets are highly desirable.

The successful candidate will establish a qualified federal opportunity pipeline, identify opportunities where Phoenix has a realistic path to winning, develop actionable capture strategies, expand Phoenix's federal customer and industry relationships, establish strong teaming partnerships, improve competitive positioning before solicitations are released, and contribute to increased federal contract wins and revenue.

Work Location

This position may be performed remotely within the United States or from Phoenix Data Corporation's Indianapolis, Indiana office.

Travel will be required for customer meetings, industry events, conferences, teaming meetings, and other business development activities.
