Financial Management Analyst (Resource Manager)The employee serves as the Financial Management Analyst (Resource Manager) for Federal Maritime Commission (FMC or Commission), Office of Budget and Finance. Performs various budget/programming functions involving the formulation, justification, and/or execution of budgets and program issues for the FMC. This position is responsible for interpreting budgetary and information technology plans, program guidance, policies, congressional appropriations language, regulatory impact assessments and continuing resolution issues. As a Financial Management Analyst (Resource Manager) Resource Manager, you will:Perform an in-depth rigorous analysis including reviewing, editing, and consolidating budget submissions from offices and bureaus by employing analytical techniques such as cost-benefit analysis, program trade-off, and alternative methods of funding to ensure that balance is maintained among programs and that resources are used in the most efficient manner.Pursue alternative additional funding for unfinanced programs, and unfunded requirements (UFRs) and conducts cost benefit analysis and economic analysis, and independent government estimates for new and ongoing projects.Utilize budget execution policies and procedures in order to recommend requests for reapportionments, supplemental appropriations, deferrals, and rescissions of funds.Advise and assist Chief Financial Officer and senior management with development of acquisition strategies to include preparation of performance work statements, independent government cost estimates, source selection plans, and justification documentation for office automation and professional service contracts.Maintain knowledge of new trends, systems, policies, and guidance including planning, programming and budget execution, and budgeting techniques to obtain timely resources to support new systems and equipment.Analyze new or proposed legislative actions and executive, federal regulatory guidance, policy, requirements and initiatives and assesses impact on program policies, processes, goals and objectives.Make formal and informal presentations outlining the history, current status, and objectives of the organization to explain policy, planning, and financial requirements for the projects.Serve as advisor and consultant for budget/financial management programs for each office and bureau. Provides advice and recommendations for development of short and long-range resource requirements.
