Overview CV Resources is partnering with our client in San Diego in search for an HR Generalist to join their growing team. The People & Culture (P&C) Generalist is a key contributor responsible for owning and executing core P&C programs with a strong focus on analytics, compliance, and employee lifecycle management. This role goes beyond administrative support to provide insight-driven recommendations, program ownership, and subject matter expertise across critical areas including benefits administration, leave of absence, and employee transitions. Operating within a government contracting environment, the P&C Generalist ensures all processes are executed with precision, compliance, and a deep understanding of regulatory requirements, while continuously improving systems and processes to support a scalable and employee-centered organization. Responsibilities Own and manage assigned P&C programs and processes from end-to-end, ensuring accuracy, consistency, and scalability. Identify trends, gaps, and opportunities within P&C processes and provide recommendations for improvement. Proactively identify opportunities to improve efficiency, streamline workflows, and reduce manual effort across P&C operations. Develop, document, and maintain standard operating procedures (SOPs), policies, and internal processes to ensure consistency and scalability. Evaluate existing processes and implement enhancements that improve accuracy, compliance, and user experience. Administer employee benefits programs, including medical, dental, vision, retirement, and ancillary benefits. Serve as the primary point of contact for employee benefits inquiries and issue resolution. Perform detailed monthly benefits invoice reconciliation, ensuring accuracy between carrier invoices, payroll deductions, and enrollment data. Partner with brokers and vendors to resolve discrepancies and improve processes. Support Open Enrollment planning, execution, and employee education initiatives. Administer all leave of absence programs, including FMLA, CFRA, ADA, state-specific leaves, and company leave policies. Ensure compliance with federal, state, and local regulations, maintaining up-to-date knowledge of evolving leave laws. Own and manage the full process for voluntary resignations, ensuring a smooth and respectful experience. Conduct and analyze exit interviews to identify trends and provide actionable insights to P&C leadership. Maintain a strong working knowledge of HRIS systems (e.g., Paycor) to ensure data integrity and reporting accuracy. Provide responsive, empathetic, and solution-oriented support to employees across a variety of P&C topics. Help create positive and consistent employee experiences through clear communication and thoughtful process execution. Escalate complex employee relations concerns as appropriate while maintaining professionalism and discretion. Desired Skills Analytical mindset with strong attention to detail. Ability to navigate complex situations with professionalism and sound judgment. Qualifications Required: 5+ years of experience in HR, People Operations, or a related field. Strong experience in benefits administration and invoice reconciliation. Demonstrated experience managing leave of absence programs (FMLA, ADA, state-specific leaves). Strong analytical skills with the ability to interpret data and provide actionable insights. Experience with HRIS systems (Paycor preferred). High attention to detail and ability to manage sensitive/confidential information. Preferred: Experience in a government contracting environment. Familiarity with DCAA compliance requirements.
