Project Manager AV/VTC Services

Job Summary:

The Project Manager for Federal AV/VTC Services will lead and oversee technical personnel and operations supporting USDA audio-visual and video-teleconferencing systems. This role is responsible for ensuring compliance with contract requirements, managing schedules, risks, and deliverables, coordinating with government stakeholders, and maintaining quality control across all project activities. Responsibilities:

• Oversee Senior IT Engineer and IT Engineers to ensure coverage of USDA VTC responsibilities.
• Serve as the primary management interface with Contracting Officer, COR/CTO, and technical stakeholders.
• Lead kickoff meetings and deliver timely meeting minutes.
• Manage preparation and quality review of biweekly status reports including system errors, troubleshooting, risks, and planned actions.
• Oversee VTC meeting calendar, equipment checklists, user-training SOPs, and user guides.
• Manage VTC maintenance and infrastructure reports with recommendations, cost estimates, and ROI analysis.
• Maintain schedules, deliverable registers, action-item logs, risk and issue logs, and customer decision logs.
• Monitor personnel availability, facility access, workforce authorization, and training completion.
• Ensure contract personnel complete USDA Cyber Security and Privacy training.
• Coordinate PIV and workforce-integrity compliance to ensure only approved personnel perform work.
• Manage prompt personnel replacements as directed by the Government.
• Conduct internal quality reviews for documentation accuracy, completeness, and compliance.
• Ensure correction of rejected or non-conforming deliverables within required timeframes.
• Track and coordinate corrective actions for technical, staffing, security, schedule, and performance risks.
• Prevent unauthorized scope changes and escalate potential out-of-scope requests appropriately.
• Protect sensitive USDA information and support option-year, continuity, and transition planning.

Required Skills & Certifications:

• Bachelor's degree with at least 10 years of relevant telecommunications consulting, engineering, or related project/program experience.
• Proven experience managing video-conferencing or closely comparable technical projects or programs.
• Experience overseeing technical personnel, recurring deliverables, schedules, risks, issues, and customer communications.
• Ability to review technical documentation for completeness, accuracy, quality, and contractual compliance.
• Strong writing, presentation, facilitation, and stakeholder-management skills.
• Proficiency with Microsoft Excel, PowerPoint, Word, and Adobe Acrobat.
• Eligibility to work with USDA and ability to attend onsite meetings as required.

Preferred Skills & Certifications:

• Project Management Professional (PMP) certification.
• AVIXA CTS certification or practical familiarity with AV/VTC delivery.
• CompTIA Security+ certification.
• Experience managing federal firm-fixed-price task orders or civilian federal programs.
• Familiarity with USDA, Microsoft Teams, Zoom for Government, Cisco, Crestron, AMX, Poly, or similar environments.
• Experience preparing federal status reports, meeting minutes, SOPs, quality-control records, maintenance plans, cost estimates, and ROI analyses.
• Knowledge of PIV, facility access, privacy training, and handling sensitive-but-unclassified information.

Special Considerations:

• Must comply with USDA workforce authorization and security protocols including PIV access and privacy training.
• Contract requires protection of sensitive USDA information and adherence to strict quality and compliance standards.
• Personnel replacements must be coordinated promptly as directed by government authorities.

Scheduling:

• Work schedule includes availability for onsite meetings as required by USDA.
• Management of recurring biweekly reporting and coordination of project schedules and deliverables.
