Do you have a passion for helping others? The Department of Resources Recycling and Recovery (CalRecycle) is seeking a hard-working, resourceful, and enthusiastic Analyst II to support mission-driven work in a fast-paced environment while delivering excellent customer service. The HR Support Analyst plays a key role in providing broad personnel support to departmental personnel. The incumbent will be responsible for coordinating and delivering training, serving as a Disability payroll subject matter generalist, and acting as backup support for Position Control and Exams. This position requires a strong understanding of personnel and payroll processes, along with the ability to research, interpret, and apply laws, rules, and regulations. In addition to these core responsibilities, the Analyst will assist with HR projects, policy development, and process improvements to support consistent and efficient HR operations. 

Beginning July 1, 2026, CalRecycle staff will be office centered, requiring employees to report to the office at least four days per week. This position may be eligible for hybrid telework under Government Code 14200, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program needs. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the positions designated headquarter location, as reflected on the duty statement and at their own expense.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience preparing written correspondence, reports, making recommendations and presenting information to leadership.
• Strong computer skills, including proficiency with MS office (word, excel, outlook, visio, etc.) and automated reports.
• Demonstrated experience developing and presenting HR related training material to an audience in person or virtually.
• Demonstrated experience performing disability related personnel and payroll duties within a state agency human resources environment.
• Experience with and familiarity performing position control tasks and generating position reports in a state agency human resources environment.
• Ability to interpret and accurately apply laws, rules, regulations and procedures as it relates to HR processes.
