PLANNING COORDINATOR AND TECHNICIAN

GENERAL PURPOSE

Under the direct supervision of the Planning Manager, and general supervision of the Community and Economic Development Director, performs entry level technical duties related to building permit reviews and tracking, examines residential plans for land use ordinance compliance, reviews and issues miscellaneous planning permits as delegated, conducts site plan inspections, and provides other various support duties for the Planning Division, city administration, and others as needed.

ESSENTIAL JOB FUNCTIONS

• Prepares notices for delivery to adjacent property owners to apprise them of proposed or pending actions.
• Performs initial permit and application checking.
• Determines compliance with application checklists, municipal codes, zoning districts and zoning requirements; consults with the permit applicant/recipient regarding various forms, documents, regulations, and related processes and procedures encountered during the land use development and entitlement process.
• Reviews and issues miscellaneous minor planning and building permits as delegated.
• Significant interaction with the general public, contractors, utility providers, UFA, developers, interoffice personnel, and the Community and Economic Development Department and its Divisions to ensure proper permit flow.
• Timely answers counter and phone questions regarding the process and timeframe of miscellaneous minor planning permits, processes, and fees.
• Logs and tracks all applicant permit processes.
• Coordinates with the Building Official on organizing and maintaining issued permit files through the duration of the permit and collaborates on the established process of certificate of occupancy approvals and issuance procedures.
• Coordinates with the Public Works Division to organize and maintain the filing systems and tracks online permitting activity.
• Maintains archives as per the Salt Lake County Records Retention Program.
• Organizes and maintains plan check activities and findings from Department Divisions through iWorQ permitting software.
• Communicates in a courteous manner that is clear and concise, both orally and in writing.
• Exercises good judgment in a way that is flexible, creative, and sensitive to changing situations and individuals.
• Assists in the preparation of maps and graphic materials as well as in writing development plans, ordinances, and reports;
• Conducts research and field investigations for agenda items and other planning-related tasks, including construction projects and ensures compliance with City land use ordinance standards for final approval or continued compliance.
• Delivers documents for recording with the Salt Lake County Recorder's office and assures their completeness.
• Updates code books and zoning maps to reflect changes in zoning ordinances and regulations.
• Works with City Recorder to update the City website with current application materials, ordinance standards, contact information, etc.
• Assists in preparing and posting public notices, compiling reports, gathering information, and performing research.
• Determines completeness of applications and coordinates with the applicant to rectify application deficiencies, verifies and collects appropriate fees, issues permits and deposits revenues with City Treasurer.
• Meets performance standards established with the employees manager.
• Job attendance is required, except for authorized leave.
• Performs other duties as assigned and required.

MINIMUM QUALIFICATIONS:

1. Education and Experience:

• High school graduation plus bachelors degree in urban planning or geography or a related field; OR
• Two years of post-secondary education in planning, geography, or a related field; AND one to two years of experience in performing such duties as permit processing, ordinance enforcement, technical planning, or a field that would demonstrate an understanding of planning concepts and the land use development process; OR
• An equivalent combination of education and experience.

1. Special Qualifications:

• Must possess and maintain a valid Utah State drivers license with periodic verifications by the City.
• Must be 21 years of age due to responsibilities and ensuring compliance related to alcohol sales.

1. Knowledge, Skills and Abilities:

• Must be able to operate standard office equipment including computer, photocopier, mail metering machine, etc.
  • Working knowledge of computer software programs including Microsoft Office Suite and Adobe.
  • Proficiency in records management and filing procedures.
  • Ability to communicate effectively, verbally and in writing, and possesses proficient English composition, spelling, grammar, and related correspondence skills.
  • Knowledge of bookkeeping and accounting.
  • Possess good judgment and is detail-oriented.
  • Perform basic mathematical computations.
  • Ability to develop and maintain effective working relationships with immediate supervisor, Department Director, other departmental and city employees, support agencies and the public.
  • Ability to manage small projects with minimal guidance and supervision.

WORKING CONDITIONS:

• Employee(s) in this position perform in generally comfortable conditions involving intermittent sitting, standing, walking, stooping, and reaching. Talking, hearing, and seeing are required in the normal course of performing the job. Common eye, hand, and finger dexterity are required to perform essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability, critical thinking and creative problem solving. Periodic local travel required in the course of performing portions of job functions. Considerable exposure to stress as a result of human behavior, frequent deadlines, and the general demands of the position.
