About this Role:

The role of the Medi-Cal Contact Center Oversight Lead Analyst is to provide extensive complex Medi-Cal program expertise through intense and challenging research and interpretation of Medi-Cal policy. The Medi-Cal Contact Center Oversight Lead Analyst performs duties associated with invoicing, precedent-to-payment, contractor payment reconciliation research, and oversight of the Fiscal Intermediary (FI) Medi-Cal Contact Center (MCC), as well as business process development and maintenance.

Statement of Qualifications Requirement Section

Applicants must include a Statement of Qualifications (SOQ) for this recruitment. The SOQ is a narrative discussion, not a cover letter, prepared by the applicant describing how their skills, knowledge, abilities, education, training, and experience, qualify them for the position.

The SOQ serves as documentation of the applicant’s ability to present information clearly and provide DHCS additional information about their experience and qualifications concisely in writing. • In-depth knowledge of Medi-Cal laws, eligibility, benefits, and claims adjudication.
• Experience overseeing large-scale vendor contracts, SLAs, and performance standards.
• Proficiency in IVR, CRM systems, and workforce management tools.
• Advanced Microsoft Excel skills for complex dataset analysis, trend identification, and outlier reporting.
• Skill in root-cause analysis, identifying operational gaps, and developing formal business requirements.
• Strong interpersonal skills to lead meetings and manage relationships with state agency partners and vendors.
• Capacity to manage time-sensitive projects independently while ensuring strict data confidentiality.
• Advanced research skills to synthesize complex information into actionable insights and recommendations.
• High degree of flexibility, sound judgment, and creativity in resolving complex operational challenges.

Telework and Salary Information

Standard Telework Language:

Telework: This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Personal Leave Program (PLP) 2025 agreement

Salary: Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit.
