HR Specialist (Quality Assurance - Recruitment And Staffing Specialist)

The Office of the Chief Human Capital Officer (OCHCO) serves as the primary authority for human capital management at the U.S. Department of Housing and Urban Development (HUD). OCHCO leads department-wide human capital strategy and operations to support a mission-ready workforce through the delivery of integrated services across the full employee lifecycle. Office of Human Capital Services (HCS) This position is located in the Department of Housing and Urban Development (HUD), Office of the Chief Human Capital Officer (OCHCO), Office of Human Capital Services (HCS). HCS provides essential workforce support and operational HR solutions through the following Department-wide functions: Strategic and Operational Classification, Recruitment, and Staffing services; Payroll, Benefits, and Retirement services; Career/Life balance programs such as Employee Health & Wellness and Reasonable Accommodations; and Personnel Security Services. As a HR Specialist (Quality Assurance - Recruitment and Staffing Specialist), you will:
- Conducts quality assurance (QA) reviews of recruitment and staffing actions (competitive and excepted service) to assess compliance with OPM regulations, merit system principles, veterans' preference, and HUD policies.
- Evaluates SSP-delivered staffing products (e.g., vacancy announcements, certificates, selection documentation, onboarding materials) for accuracy, consistency, and regulatory compliance.
- Identifies trends, systemic issues, and compliance risks; prepares written findings and recommendations.
- Develops and maintains QA checklists, review methodologies, and sampling plans aligned with HUD staffing operations.
- Coordinates with staffing specialists, supervisors, and SSP representatives to resolve deficiencies and implement corrective actions.
